Are you committed to advancing equity and reconciliation? Are you an experienced training and development professional? The City of Toronto's Toronto for All team is seeking a Training and Development Coordinator who will support learning solutions that will help staff in the Toronto Public Service advance the City's Equity and Reconciliation commitments. The role involves assessing, designing and developing collaborative learning solutions, that will help learners acquire knowledge, skills, and competencies related to understanding and addressing barriers experienced by Indigenous, Black and equity-deserving communities. This is an excellent opportunity for someone who is driven by continuous improvement through enhancing education.




What will you do?



  • Designs and delivers training for managers and frontline staff that includes systems and controls, legislative and mandatory requirements and provincial compliance standards, to broaden Toronto Public Service's understanding of Indigenous, Black and equity-deserving groups.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Utilizes a variety of training methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of training programs, catering to all learning styles.
  • Supports the division in improving job performance through training solutions and to mentor frontline supervisors to support them in coaching their staff.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Leads the strategic planning development, implementation and evaluation of community driven co-curricular experiences, training, education, events and employee professional development.
  • Works proactively and collaboratively with the management team to complete needs assessment, assess and identify root cause of performance issues and to resolve performance gaps and ascertain if training is an appropriate action/response to ensure service objectives are met.
  • Proactively Identifies training and development needs within the organization through consultation and collaboration with internal and external resources and partners and designs innovative and creative solutions to meet evolving learning/training needs.
  • Develops and conducts training evaluations and related activities, e.g. focus groups, surveys, questionnaires and analyzes data to improve staff's knowledge, skill acquisition, and technical training; measures staff learning and increase in knowledge from the training and reviews behavioural change and performance improvement after applying skills/training.
  • Develops and implements plans for complex training projects, ensures contingencies, identifies problems and takes action.
  • Stays abreast of new and developing adult education/training methods and practices, including connecting with other training and development professionals.
  • Models leadership behaviours in the workplace and in the classroom and influences staff to demonstrate corporate values, climate and tone; creates and maintains a positive and professional learning environment.
  • Creates learning content for a variety of delivery methods including instructor led classroom training, eLearning, multimedia programs, WebEx virtual training and other computer-aided instructional technologies.
  • Designs, develops and implements marketing strategies and develops proposals for external training initiatives and partnerships, including website and related training publications.
  • Sets the standard and expectations through example in conduct, work ethic, integrity and character.




What do you need to succeed?



  1. Post-secondary education in a professional discipline pertinent to the job function, including areas social work/public health, human resources, adult learning, education, training and development, combined with relevant project management experience, or an equivalent combination of education and experience.
  2. Experience leading strategic needs analysis and research in order to develop new training or improve existing training.
  3. Experience leading the design, development, and delivery of engaging training courses, programs and curricula (e.g., instructor-led in-class sessions, webinars, self-directed: e-learning, reference guides, readings, presentations, etc.), utilizing instructional design methodologies and adult education principles which support truth, justice and reconciliation.
  4. Experience working with Indigenous Black and equity-deserving groups using trauma-informed approaches to learning, engagement, mediation, and facilitation.
  5. Knowledge of the principles of adult learning and best practices of instructional design.
  6. Experience working with diverse internal teams and external partners to deliver training & education needs to enhance education in the Toronto Public Service.
  7. Project or event management experience including implementing multiple projects with conflicting deadlines, analyzing and evaluating projects, monitoring and tracking progress, and communication to partners, stakeholders and senior management.
  8. Excellent organizational and time management skills, including attention to detail, ability to set priorities, ability to meet deadlines and ability to deal with conflicting priorities.
