Reporting to the Director, Employment Services, the Manager, Community Resource Development and Training is responsible for the overall leadership and management of the training function of the department and developing strategic frameworks to address the immediate and long-term training needs of departmental clients including job seekers, employers, and community members in general. The Manager, Community Resource Development and Training leads a team of full-time resources and information specialists and trainers, as direct reports, and other staff who contribute to learning and training of clients for multiple projects/programs of the Employment Services department (DHES).


The Manager, Community Resource Development and Training oversees a portfolio of training programs, while guiding and coaching trainers across the Employment Services department. This position assesses multiple client developmental needs to drive training initiatives while identifying and arranging suitable training solutions. The Manager ensures that learning and training opportunities are designed to meet community needs and develops resources that are culturally appropriate, relevant, and aligned with the informed, innovative, and tailored approaches for audiences such as newcomers, BIPOC communities, women and youth. The Manager works with key stakeholders to ensure that new and existing partnerships enhance program quality and lead to innovative and result-based training development and delivery. The Manager also supports strengthening organizational learning and integrating new methodologies into knowledge management systems by adhering to organizational systems, procedures, and communications.


Duties And Responsibilities


  • Develop training curriculum, presentations, and other learning solutions for hybrid settings to effectively respond to learning needs and challenges of job seekers, employers, other clients, and community members.
  • Develop Monitoring and Evaluation Framework for effectiveness of training programs and adjust /refine accordingly.
  • Manage relationships with key funding partners, fulfill requirements, and completes reports related to grant agreements.
  • Create and manage learning resources, and constantly contribute to organization’s knowledge management system by identifying, organizing, archiving and disseminating information generated from lessons learned, clients’ testimonials, need assessments and others.
  • Responsible for training, developing and managing performance of direct reports.
  • Proactively collaborate with job seekers, employers and business leaders to identify gaps, learning opportunities and training added values.
  • Monitor the delivery of all learning activities, including registrations and tracking attendance and client satisfaction.
  • Conduct needs assessments, internally and externally, among the community and program beneficiaries to determine ongoing learning and development requirements for Employment Services.
  • Develop a strategic framework for training and contribute to knowledge management strategies of the agency by identifying, organizing, maintaining and disseminating information generated from various processes such as lessons learned, clients testimonials, need assessments, etc.
  • Develop and deliver training programs, workshops and information sessions in hybrid settings.


Qualifications


  • Must have up-to-date vaccinations on COVID-19 with a vaccine that has been approved for use in Canada.
  • Strong interpersonal skills; able to interact effectively with all levels of the organization; positive demeanor.
  • Excellent English writing and verbal communication skills, with strong accuracy and attention to detail
  • Extensive experience in stakeholder engagement and partnership development
  • Able to provide a Vulnerable Sector Screening check with a ‘Clear’ or satisfactory result that meets the operational requirements of the Agency.
  • Demonstrable experience and knowledge of online tools and techniques in delivering training and managing programs in remote settings and online platforms.
  • Ability to translate business needs into creative learning strategies and solutions that are impactful.
  • Excellent program management/time management and prioritization skills to deliver on multiple priorities.
  • 5 years of experience in managing (conducting and analyzing) needs assessments for community members, clients and with business leaders through interviews, surveys and focus group discussions.
  • Bachelor’s or Master’s degree in Education, Organizational Development or a related discipline; Formal Adult Learning Designation
  • Sound knowledge of employment and training resources and labour market information and systemic barriers to employment.
  • Must be computer literate (PowerPoint, WORD, Excel), knowledgeable of interactive learning activities, and be comfortable operating and understanding technologies.
  • Minimum 5 years of direct management experience of staff and training teams
  • Excellent oral and written communication skills with the ability to effectively communicate across all levels within, as well as outside, the organization.
  • Must be qualified to work in Canada legally for the employer.
  • Exceptional organizational, multi-tasking and efficacy skills, with strong attention to detail
  • Minimum 10 years’ experience in development and management of training programs for the community
  • Demonstrable portfolio of training modules/programs in the fields of: Employment, Labor Market Initiatives, targeting Job Seekers, Employers and Business Leaders.
  • Experienced in adult learning and teaching concepts.
