Modern municipalities operate in a rapidly changing business environment, where citizens demand more open and interactive government. The City of Edmonton is no longer just a service and utility provider, but a key player in improving the social welfare of citizens. The City of Edmonton delivers more than 80 distinct services, from public transit to fire rescue, waste management, and leisure activities. The Open City and Technology Branch enables all of these services as well as the employees who provide them through the ever-evolving use of data, information and technology.
The Open City and Technology Branch is seeking a highly motivated Business Technology Project Manager to guide, strategize and enact plans aimed at elevating customer service, promoting collaboration, and thinking City-wide.
This role ensures we provide services which meet business needs, support the City’s strategic direction, and deliver predictable, quality, cost-effective, sustainable information technology services.
As the Business Technology Project Manager you will report to the Program Manager, Technology Investment and Financial Management. You will be considered a Senior Project Manager and act as an internal management consultant using enterprise level project management tools and processes by providing leadership and management skills to guide the Department projects through the stages of project management. Additionally, you will be responsible for supervising and advising a project team of resources. You will be responsible for the successful development of project components on schedule and on budget while ensuring that the work product conforms to specifications and is functionally acceptable to the sponsor and key stakeholders.
Some Key Responsibilities Will Be To
  • Mentor and coach team members in a manner that fosters a culture of growth
  • Monitor team member engagement and implement actions plans as necessary
  • Manage multiple stakeholders, develop and maintain strong stakeholder relationships
  • Operate with a high degree of influence and effectiveness, achieved through collaboration and maximizing the contribution of all stakeholders
  • Develop and execute a cross-corporation governance plan to ensure that there is appropriate representation and participation from other departments and sections
  • Assess available resources, coordinate and allocate work to staff and consultants and identify internal individuals or teams for ongoing support
  • Provide monthly status reports and presentations (if required) about key projects to the Executive Leadership Team and department leadership teams
  • Oversee the procurement process for projects including Requests for Information (RFI), Requests for Proposals (RFP), and evaluation Guides and contracts
  • Monitor and manage project budget and cash flows to ensure projects are staying within budget, and manage issues when the budget is at risk
  • Contribute to the design, implementation and continuous improvement of project management processes and practices
  • Manage multiple high budget and highly complex projects using project management systems and best practices
  • Foster a culture of collaboration and networking amongst project team, across the corporation
  • Lead multi-disciplinary teams consisting of consultants, contractors, staff and stakeholders
  • Manage and make decisions and recommendations related to project scope, budget, timeline and resourcing
  • Additional related duties as required
  • Ensure compliance and alignment with all applicable policies, directives, guidelines and processes, and mentor and coach subject matter experts and team members in project management best practices
  • Ensure team members are empowered, have the competencies, and are well-equipped to perform their roles
  • Engage and support staff in developing action plans to enhance communication, solve problems creatively, promote integration and support excellence
  • Ensure projects are strategically aligned and are contributing to the overall goals of the associated strategic plan and goals
  • Participate actively in the development and documentation of project lessons learned and risk management, demonstrating and accounting for impact to the City and the business partner
  • Monitor best practices, methods, tools, approaches and techniques, both in the private and the public sector to ensure application in business project management, process management, and organizational change management
  • Manage day-to-day and operational activities of vendors on the project

  • Degree in a related discipline, and 8 years of experience in a project management role in an Information Technology environment with an emphasis on complex technology projects OR

  • Excellent negotiation, problem solving, as well as conflict management and resolution skills
  • Strong verbal and written communication skills, including report writing and presentation
  • Strong project management skills including an understanding of project management methods and techniques (PMBOK best practices)
  • Project Management Professional (PMP) designation is required
  • Postsecondary diploma in a related discipline, and 9 years of experience in a project management role in an Information Technology environment with an emphasis on complex technology projects
  • Ability to manage escalated issues with a solution-oriented focus

Up to 1 temporary full-time position for up to 18 months in accordance with Article 18.02 of the Collective Agreement
Hours of Work: 33.75 hours per week; Monday to Friday
The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
Salary: $56.151 - $70.924 (Hourly) ; $98,924.020 - $124,950.360 (Annually)
