Purpose

In collaboration with IT Leadership, the Vice President, Technology Planning, Governance & Enterprise Architecture (The VP) will develop and maintain the Technology strategy and operating plan. Additionally, the incumbent will establish and lead the IT Governance across Tangerine's IT organization driving execution, continuous improvements, and organizational performance. The VP will oversee key functions for the Technology team including Enterprise Architecture, Planning & Performance, IT Risk & Governance, Project Management Office, and Fraud/AML Technology.

Accountabilities

IT Planning

• Partners with the Technology Leadership Team in providing technology vision and direction for the enterprise, including driving focus and prioritization within the IT organization through establishing strategic planning and governance principles and processes.
• Regularly reviews Technology costs and cost structures for Technology services and products so that the financial implications of Technology projects and activities are communicated effectively
• Responsible for directing the preparation, review and consolidation of business plans and budgets for the Technology organization.
• Partners with and provides direction to Tangerine Finance to ensure ongoing forecasted results are accurate. Provides input based on industry analysis and trending, including potential obstacles. Ensures the impact of business cases are accounted for within plan, while concurrently providing advice on the various strategic levers.
• Oversees the development and maintenance of Technology policies, procedures, methodologies, and governance, as well as performance management frameworks and metrics to ensure the Technology organization delivers value to the enterprise.

Enterprise Architecture

• Drives alignment and harmonization of processes across both Tangerine and Scotiabank teams, including common methodologies, processes, reporting, KPI and metrics.
• Drives and facilitates effective collaboration and communications between the Technology organization and the user and customer communities across both Tangerine and Scotiabank.
• Oversees the execution of high impact, enterprise wide, strategic programs or initiatives through leadership of the Project Management Office.
• Works with the Technology and business leadership teams to provide broad insight to the enterprise architecture and technology capabilities in support of enterprise-wide business decisions.
• Establishes and implements continuous-improvement programs for the Technology organization through data drive approach.

IT Governance

• Champions the sustainment of regulatory initiatives within Technology, ensuring appropriate change management execution of expected deliverables. Provides ongoing monitoring and reporting on both business-as-usual and new regulatory initiatives.
• Acts as the 'central point of contact' for all quality, controls, governance, regulatory (legal, compliance, risk), and audit matters for the Tangerine Technology.
• Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to business, operational, and regulatory risk (including but not limited to responsibilities under Scotiabank's Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct).
• Builds a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment, communicating vison/values/business strategy and managing succession and development planning for the team.
• Builds implements and maintains a governance framework for Tangerine Technology, including monitoring and reporting on key risk indicators, maintaining oversight on controls across Technology, representing the Technology Leadership team in all internal and external audits, etc. Presents findings to the Technology Leadership team and the Risk Governance Committee monthly.

Education/Experience

• Able to be both strategic thinker as well as hands-on in preparing presentation and financial analysis
• Preference for experience and/or exposure in Enterprise Architecture planning.
• Excellent verbal and written communication skills, including the ability to explain technology solutions in business terms.
• Strong leadership capability, with a "rollup the sleeve" attitude, executing as appropriate in the areas of responsibility.
• +12 years in IT and business/industry, with a minimum of five to seven years of leadership responsibilities.
• Experience in Engineering/Financial industry, managing cross-functional teams or projects, and influencing senior-level management and key stakeholders.
• Ability to improve operational efficiency, service delivery and information management across the Technology organization.
• Broad knowledge of current and emerging technologies, technology directions, and strategic application to business needs.
• Expertise in budget planning, financial management and technology risk
