Position Summary


The Specialist, HR / Payroll will assist in the implementation and maintenance of the Integrated Payroll and Human Resources Management System (Ceridian Dayforce) and oversee the payroll function to ensure integrity, accuracy of the systems and compliance with various governing bodies.


The job scope of this position will include responsibility for the administration, integration, implementation and maintenance of multiple Human Resources databases; includes managing data integrity and security.


Responsible for the accuracy of monthly, quarterly, and annual payroll remittances of gross payroll; CPP, EI, Federal and Provincial taxes, including Quebec, group RRSP / TFSA contributions; WCB/WSIB and group insurance remittances


  • Provides strategic input to management for improvements to the HR Systems.
  • Provides advice and accurate interpretation and communication of both Payroll policies and legislations.


Primary Duties Or Responsibilities


Payroll Management - 40%


Ensures the accurate and timely preparation of biweekly payroll using Ceridian Dayforce for all staff:


  • Reconcile all Payroll liability accounts in General Ledger;
  • Initiate and process all payroll aspects for the Fiscal Year End, Quarter End and Calendar Year End exercises ensuring accurate information.
  • Ensure data integrity through cross-checking and auditing others work that affects employees pays such as verification of forms and documents initiated;
  • Other duties as assigned
  • Process post-payroll actions such as Service Canada, CRA, Revenu Quebec, reporting and complete Data Capture Tool processing, miscellaneous insurance reconciliations, etc.;
  • Maintain the integrity of payroll system data for employee changes, deductions, taxable benefits, new hires, terminations, and more.
  • Maintain detailed records and documentation of payroll functions for audit purposes, in accordance with statutory requirements;
  • Analyze all documentation received from other HR staff and/or other teams (e.g. Finance) to process employee payroll;
  • Responsible for payment including earnings, vacation pay, statutory pay, overtime, garnishments, retroactive adjustments, terminations, ROEs, etc.
  • Responsible for auditing payroll remittances, register and reconciliations;
  • Various accounting transactions and reports, leave and salary accruals and increases, payroll register by category, pension reconciliations (EE and ER portions) journal vouchers, update G/L, etc.;
  • Processing EHT remittances, preparing payroll reports using Excel, entering journal entries, employee expenses;
  • Liaise with Manager, HR, Director, HR, Director, Finance, and executive staff providing subject matter expertise in the area of payroll, benefits, RSPs and their changing legislative requirements. This requires staying current with constantly changing legislation.
  • Uphold employee's files in electronic format to ensure they are up to date.;
  • Maintaining vacation records, sick days and other related reports;
  • Process all year-end reconciliations of T4s, RL-1s, CNESST, WCB and EHT
  • Reconcile annually Employer Health Tax (EHT) contributions and various Canadian and overseas insurance reports;
  • Solving issues related to payroll, answering inquiries, and enforcing payroll policies;
  • Document accurate and detailed records of payroll functions for audit purposes following statutory requirements.


HR System Administration - 30%


Responsible for maintaining the configuration of Ceridian Dayforce to ensure compliance with NPower Canada payroll policies and practices.


  • Maintain NPower Canada organizational structure and set up in the system.
  • As required, provide actual employee and manager training on the self-service and leave management module.
  • Coordinates and implements changes to Ceridian Dayforce across all teams and alongside the Finance Team, ensures timely and accurate deployment of system enhancements.
  • Assists to implement approved functional changes to the system to improve efficiency including implementing and launching new modules;
  • With the HR Team, Finance Team, and relevant leadership, assists to develop and/or interprets specifications for interfaces with other systems; coordinates interface projects with system vendor; and tests and implements interfaces;
  • Categorize all training needs including regular employee self-serve, manager workflow approval, all levels of HR staff, etc. and facilitate training enrolment;
  • Monitors adherence to legislation regarding income tax, benefits; researches and remains current with applicable legislations to recommend to management the necessary actions to remain compliant
  • Responsible for all training related materials including editing existing training documents, creating ‘how to’ guides and FAQ’s, etc


HR Management and Reporting (15%)


  • Preparation of LOA kits including unpaid leaves, maternity leaves, parental leaves, paternity leaves.
  • Under supervision of HR Management, advises colleagues, employees and management on the administration of Human Resources data to ensure integrity and compliance with regulatory agencies.
  • Research, investigate and assist in the creation and implementation of new programs regarding EDI, Employee Engagement, etc.
  • Analyses requirements for reports, drafts and with approvals implements reports to improve the decision making capabilities of NPower Canada management.
  • New hire setup, employee id creation, Benefits, health insurance, employee transfers all updated in the HRMS. On-boarding activities, off boarding, exit, termination offboarding, drafting HR related correspondence, training documents, policies and procedure all documentations of letters.
  • Preparation of termination letters, Record of employment, leave statements, RRSP contributions, benefits


Group Benefits and Retirement Programs (15%):


  • Act as a primary contact and respond to enquiries from internal and external sources regarding group benefits and retirement plans
  • Prepare reports and forecasts for senior management and custom reports as required
  • Support coordination of all benefits-related internal initiatives or projects
  • Coordinate Benefit/RRSP/TFSA employee sessions
  • Administer employee group benefits, including Medical, Dental, Vision, Life Insurance, Disability, LTD., RRSP / TFSA etc.
  • Audit and reconcile benefit billing


What You Need To Be Successful (Must Haves)

  • Prior experience in areas of Employee Relations, Recruitment, Performance Management and Employee Development

  • Ability to handle and prioritize multiple tasks and meet all deadlines
  • Experience with confidential information Ability to effectively interact with senior management as well as employees at all levels within the organization
  • Ability to be flexible and thrive in a constantly changing work environment, with changing priorities
  • Excellent communication (written and verbal),
  • Minimum 3 years of experience in Canadian jurisdiction payrolls, including Quebec


Preferred Assets


  • Completion of the Payroll Compliance Practitioner (PCP) certification with the National Payroll Institute
  • Ability to problem solve and work efficiently under deadlines
  • Experience with Canadian payroll, including Quebec, and group benefits
  • Bilingual abilities in English / French
  • Completed CHRP or CHRA an asset
  • Experience in a fast-paced, high-change environment
  • Basic accounting knowledge
  • Experience working with Ceridian Dayforce is a strong asset
