Job Description

Due to continued rapid growth and expansion of the water and transportation groups in Ontario, we are seeking a Senior Contract Administrator / Construction Manager – Linear Infrastructure to be based in the Greater Toronto Area offices with diversified experience in the management of services during construction for municipal linear infrastructure projects (sewers and water systems), including contract administration, site inspection, and the oversight and leadership of multiple staff.


The successful candidate will be responsible for:


  • Draft and employ continuous improvement strategies based on evolving client needs and changing market conditions.
  • Support design delivery through the provision of constructability review of contract documents and drawings.
  • Review, analysis, negotiation, and resolution of construction claims.
  • Provide guidance to site inspectors or field ambassadors (public liaisons) in order to facilitate resolution of public complaints, questions and concerns.
  • Oversight and leadership of a team with multiple contract administrators, site inspectors and office support staff, including allocation, deployment and management of resources on multiple active construction projects.
  • Management of multiple active projects in construction and warranty phases including direct communication with clients, sub-consultants, and contractors.
  • Ensure project deliverables meet or exceed GHD’s internal and external client quality objectives.
Skills, Competencies and Qualifications:


  • Excellent verbal and report writing skills.
  • Professional Engineer Designation (P.Eng.), or Certified Engineering Technologist (C.E.T.) preferred
  • Excellent problem solving, decision making and teamwork skills.
  • Experience in preparation of construction related documentation, including change orders, payment certificates, recommendation letters.
  • Liaise with other disciplines, professionals, clients and third party as needed.
  • 10+ years post-graduate experience - minimum 5 years as lead contract administration on water/sewer projects.
  • References – two from clients or companies that the applicant has been engaged with in the past five years.
  • Post-Secondary Education in Civil Engineering (Bachelor’s degree, or Civil Engineering Technology Diploma)
  • Understanding of municipal linear infrastructure construction including reconstruction or rehabilitation of watermains, sewers, roadways, including multiple construction methodologies (open cut, trenchless rehabilitation, tunneling, etc.)
  • Ability to effectively communicate construction progress, and proven ability to identify and proactively address issues
