The City of Toronto is seeking a highly experienced and visionary professional to join our organization as the Executive Director Finance Shared Services.



In this role, you will have the opportunity to set the overall strategic direction for our Finance Shared Services Division, playing a pivotal role in shaping our future success. You will be responsible for establishing divisional goals, both short and long-term objectives, policies, and priorities that align with the strategic directions of the Division, Finance & Treasury Service Area, divisional clients, as well as the broader Corporation and Council priorities.



The Executive Director Shared Services is a pivotal role responsible for overseeing front-facing services provided to vendors, employees, and customers. This position requires a strong focus on relationship management, as the services offered necessitate building and maintaining effective partnerships. The ideal candidate will be tasked with building an organization that is highly responsive to service requests, ensuring they are completed promptly, accurately, and efficiently. By fostering a culture of excellence and collaboration, the Executive Director will lead their team to consistently deliver exceptional service experiences, meeting the diverse needs and expectations of stakeholders. With your strategic vision and leadership ability, you will drive continuous improvement efforts, leveraging technology and process enhancements to optimize service delivery.



Your strategic advice and guidance will be instrumental in supporting not only Finance Shared Services but also all other divisions within the organization and ensuring compliance with cross-team accountabilities. You will provide expert insights on vendor and customer management, accounts payable, accounts receivable, general accounting, payroll, pension, and employee benefits issues and strategies. Meeting all targets, and service expectations will be a key focus along with integrity in information reporting following strict compliance with proper accounting principles in accordance with the City of Toronto's policies and processes.



As a collaborative leader, you will work closely with executive professionals within the City's Agencies, Boards, Commissions, and Divisions, as well as senior officials from other orders of government and private and community-based sectors. Additionally, you will collaborate with client divisions, Finance & Treasury senior management, and Finance Shared Services' management to plan and define performance goals for Finance Shared Services' operations. You will provide ongoing leadership by using effective management techniques, implementing change management processes and developing personnel to be able to respond to a changing work environment.



As a subject matter expert, you will respond to and consult with Council, providing valuable insights and expertise on Finance Shared Services' issues. This includes explaining the rationale for amending and/or updating regulations, policies, and standards and collaborating with Council to identify feasible alternatives that ensure compliance. Your role will also involve conducting short and long-term financial, operational, and strategic planning, as well as caseload forecasting for Finance Shared Services' delivery. You will establish financial management systems to ensure the Division's budgets are implemented in accordance with Council direction and budget plans. It will be essential to stay current with the City's changing strategies, priorities, and programs, ensuring that the design and delivery of budgets, programs, and policies align with objectives.



Additionally, you will monitor and evaluate the in-year expenditure and revenue performance of the Division, comparing it to the approved budget, reporting on variances, and recommending appropriate mitigation strategies. You will be responsible to make final decisions regarding day-to-day business operations and service delivery.




What do you bring to the role?



  1. Demonstrated ability to set the overall strategic direction for a large complex organization, establishing goals, objectives, policies, and priorities that align with organizational strategies and priorities.
  2. Strong financial acumen and experience in overseeing financial operations, budget planning, and financial management systems. Ability to ensure budgets are implemented in accordance with organizational direction and plans.
  3. Proficiency in developing and administering policies, regulations, and standards related to shared services. Experience in coordinating policy frameworks and ensuring compliance with applicable regulations.
  4. Excellent communication and consultation skills to engage with various stakeholders, including Council, executive professionals, and senior officials from other orders of government and sectors. Ability to provide subject matter expertise and collaborate effectively to find feasible alternatives.
  5. Proven track record in leading and managing organizational change initiatives, including the development and implementation of new procedures and processes to improve service delivery and operational efficiency.
  6. Familiarity with government operations and understanding of municipal governance structures. Knowledge of the City of Toronto's strategies, priorities, and programs to ensure alignment of budgets, programs, and policies with organizational objectives.
  7. Strong analytical and problem-solving abilities to conduct financial, operational, and strategic planning. Capability to evaluate performance, identify variances, and recommend appropriate mitigation strategies.
  8. Demonstrated experience in leading and managing teams, fostering a collaborative and inclusive work environment. Ability to motivate and inspire staff to achieve shared goals and objectives.
  9. Strong sense of accountability and commitment to ensuring integrity in information and reporting, complying with accounting principles, and adhering to the City's policies and processes.
