EMPLOYMENT OPPORTUNITY - COMPETITION #2023-13
ANCR (Child and Family All Nations Coordinated Response Network) delivers centralized, essential intake services that are part of the comprehensive and coordinated child and family services system in the City of Winnipeg.We provide crisis response and intake case services, conduct abuse investigations and offer preventative programs and services. ANCR is generally the first point of contact with the child and family services system. We provide service 24 hours a day, 7 days per week. ANCR receives both emergency and non-emergency calls, with highly qualified staff making initial assessments and referring callers to ongoing services as appropriate.
ANCR’s goal is to promote and support the safety and wellbeing of children and families by providing culturally appropriate, strength based child and family intake services. We recognize the role we must take in reconciliation as we embrace and support the inherent right of Indigenous communities to care for and ensure the wellbeing of their children. Our role as a designated intake agency is to commit to the calls to action and ensure that we are always acting to end the colonization and multigenerational trauma perpetrated by our system.

SALARY:$81,059 - $108,656 per annum

QUALIFICATIONS:
·University Business Degree and/or Accounting designation (CPA).
·5 - 7 years related experience at a senior management level within the Public Sector.
· Extensive financial management experience, including financial statement preparation, financial analysis and strategic development of financial policies.
· Exceptional leadership, supervisory, negotiation, communication and interpersonal skills.
· A strong working knowledge of non-profit funding, financial policies, accounting principles, federal and provincial legislation.
·Demonstrated ability to prioritize and organize tasks and projects.
·A background in payroll and knowledge of the Child and Family Services systems would be an asset.
·Proficiency in financial software (SAGE 50) and MS Office applications, payroll/HRM systems experience is an asset (Ceridian Dayforce).
A satisfactory criminal records, CFS prior contact and Child Abuse Registry check is required for all ANCR positions. Applicants must be legally entitled to work in Canada.
DUTIES INCLUDE:
With a demonstrated commitment to the mission, vision and values of Child and Family All Nations Coordinated Response Network, the Director of Finance is accountable for the financial management, policy and development, budgeting, reporting to funders, and the comptrollership function of ANCR. This position provides supervision and support to the payroll, accounts payable, and finance functions of the Agency and is part of the senior management team responsible for strategic development of the Agency.
·Responsible for annual budget preparation in accordance with the strategic direction of the Agency.
·Responsible for Risk Management of agency resources, including banking and insurance.
·Responsible for interim financial reporting and variance analysis of Agency results to funding Authority and Board of Directors.
·Responsible for development of financial policies as required and implementation and ensuring of compliance of same.
·Member of senior management team charged with developing strategic work plans for the Agency.
·Communicates, troubleshoots and problem solves for all issues and concerns related to the finance function of the Agency.
·Advises Executive Director and senior management on financial and associated business issues in a manner that fosters a professional, co-operative relationship between Finance, other programs, external vendors, other agencies / authorities.
·Participates in the preparation, analysis and presentation of proposals for ANCR development projects.
·Assists in the preparation of cost/benefit analysis of alternative program solutions and recommends courses of action.
·Creates and maintains written user documentation on Agency financial applications.
·Functions as Supervisor to Finance Unit providing mentoring and coaching to staff as required as well as direct supervision.
·Maintains awareness of current finance industry developments and trends and is responsible for researching and investigating systems products as part of defining solutions to business problems.
