Job Description
The position focuses on the delivery of strategic initiatives related to business support, program administration, research, and reporting that catalyze economic opportunities and support local businesses, with a primary focus on downtown. This includes working with partners and stakeholders on projects and corresponding grant applications to other levels of government funding.
The overall purpose is to assist businesses, business associations, property owners, and organizations with a vested interest in downtown vibrancy and growing the local economy.
With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:
  • Develop budgets, business cases, project charters, risk registers, and other standard project management documents in accordance with corporate policy and standards
  • Support the execution and overall delivery of the Downtown Vibrancy Strategy and the actions within it, using communication, creative problem-solving, integration, and collaboration throughout the corporation
  • Provide oversight of the Downtown Vibrancy Fund, including developing program criteria and processes, and ensuring distribution of funds is equitable and fair
  • Oversee financial resources, applications, strategic considerations, reporting, and governance of the fund
  • Applicants may be tested
  • Develop regular updates, briefings, and reports for the Branch Manager, Executive Leadership Team, and City Council
  • Demonstrated ability to achieve results in the context of a respectful, inclusive and service-minded style
  • Advocate for root cause solutions to challenges in the downtown core
  • Support and promote the Downtown Vibrancy Strategy across the organization, including providing an advisory role, project management, engagement, and coordinated implementation
  • Advanced skills, knowledge and understanding of business, government, strategic thinking, financial management, change management, and project management
  • Ability to anticipate, assess and readily adapt to changing priorities, maintain resilience in times of uncertainty, and effectively work in a changing environment
  • Additional training in strategic management, public administration, government relations, project management, and/or change management is an asset
  • A minimum of five years of experience in a combination of economic development, business support, project management, and stakeholder engagement
  • Undertake a variety of research, including best practices and policies in other jurisdictions to support internal decision-making
  • Ensure a GBA+ lens is applied to all section strategy, policy, and research activities
  • A systems thinker with awareness of how decisions on one project, initiative, and/or strategy may have a direct impact on others

  • A strategic thinker able to anticipate business opportunities and recommend enterprise-wide policy, planning, and initiatives
  • Excellent negotiation, problem-solving, and conflict management/resolution skills
  • Experience coordinating large, politically sensitive, and complex projects and initiatives in a large, public sector environment
  • Identify economic metrics and indicators, and conduct performance monitoring and reporting
  • Ability to create, leverage, and maintain relationships necessary to advance the Strategy including those with the public, business partners, industry partners, and stakeholders
  • Ability to think strategically to address large, complex issues, to manage emergent projects while steering dynamically

  • Support the management of financial risks and develop mitigation strategies for identified and unidentified risks
  • Continuously engage diverse stakeholders and partners to identify changing needs and supports
  • Collaborate with business areas across the organization to identify and implement mutually beneficial solutions to complex obstacles shared with Community Safety and Well-Being Strategy, Economic Action Plan, and Downtown Vibrancy Strategy
  • Build relationships and partner closely with community organizations and businesses
  • Draft responses or coordinate internal resources to ensure the City responds to Council, the media, the public, and external stakeholders quickly and accurately
  • University degree in business administration, public administration, economics, or a related field

Up to 1 permanent full-time position

Hours of Work: 33.75 hours per week
The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
Salary: Hourly range of $45.846 to $57.931 ($80,770 to $102,060 annually)
