The Transportation Services Division is committed to building and maintaining a resilient transportation network so that people connect with the places, activities and communities they value in the City of Toronto. The Workforce Development and Planning Team supports this mission by leading divisional workforce projects and initiatives related to equity and diversity, recruitment, health and safety, culture and engagement as well as learning and development.

The Workforce Associate is an integral part of the Workforce Development & Planning team. Directly supervised by the unit Manager, the Workforce Associate keeps the team moving by providing hands on administrative and program support. Working collaboratively with a team of experienced Human Resources professionals, there is an opportunity to learn more about how the City and division works, as well as be immersed in end to end Human Resources operations in a complex, unionized organization.

Major responsibilities:

  • Liaises with Transportation Services and People & Equity (Corporate HR) to support the coordination of workforce management and development activities including; divisional onboarding and training, staffing transactions, facilitate hiring and scheduling activities and administration of resources to support the workforce development and planning unit.
  • Assists in drafting reports and policies for management on section or unit issues, projects and related matters.
  • Assists with the coordination of various ongoing workforce development and engagement projects such as the divisional recognition and mentorship programs, employee engagement survey delivery and training scheduling.
  • Performs other related duties as assigned.
  • Supports and participates in team projects by researching, maintaining and tracking information, analyzing data and preparing complex reports.
  • Supports all aspects of divisional recruitment activity (e.g. expressions of interest, transfers, reporting, outreach etc.) and assists the division at various stages and in the completion of all relevant paperwork.
  • Creates and maintains electronic files, spreadsheets, and databases ensuring records are maintained in accordance with Corporate and Divisional policies and retention periods.
  • Retrieves information from and maintains various electronic systems and manual files and responds to employee and client inquiries.
  • Supports the design, development and maintenance of the divisional intranet related to unit policies, procedures, and programs.
  • Assists in the development of communication strategies and design of dynamic communication materials to promote various programs and procedures for the division.
  • Liaises with divisional staff, other City of Toronto divisions, external organizations, institutions and other levels of government as required to gather research, collect data and assist with the implementation of projects and programs, as required.

Key Qualifications:

  1. Graduate from a relevant university or college program such as Human Resources, Psychology, Marketing, Communications or Business Management or the equivalent combination of education and experience.
  2. Experience using a variety of software applications such as the Microsoft Office Suite and/other related software such as but not limited to (i.e. ELI, Storyline Articulate, Slido, and/or Vyond).
  3. Experience in the preparation of high quality, professional documents, statistical reports and presentation slides (i.e. PowerPoint presentations, Excel spreadsheets).
  4. Excellent analytical, problem solving and organizational skills with the ability to work independently and with the team to manage competing priorities and deadlines.
  5. Ability to establish productive working relationships with all levels of staff, union officials and the public.
  6. Ability to exercise independent judgement and discretion in dealing with confidential/sensitive matters.
  7. Excellent customer service, interpersonal and communication skills.
  8. Willingness to learn, expand skill sets as part of an evolving team to help move the corporate and divisional workforce initiatives forward.
