Job Description

Contract/Temporary Assignment up to 14 months
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Reporting to the Program Sponsor, Program Integration, the Program Integration Sponsor Office, within the Principal Sponsors Office, is looking for a Sponsor, Program Integration (Contract). You will be part of a diverse team tasked with supporting the integration of corporately approved programs, policies and strategic initiatives in the delivery of capital projects, including Community Benefits/Supports. We do this by supporting sponsors in program management and integration of these initiatives in a consistent way across their assigned projects by preparing tools, guidance and processes etc. to support their work. We track and report on implementation status of these program and develop program-level and enterprise-wide perspectives, including issues and risks to Metrolinx.
What will I be doing?
  • Manages programs and policy development by providing advice and recommendations to the Program Sponsor, Program Integration and members of the senior management team. Provides subject matter expertise to project teams and integrates business information and policy context into project delivery.
  • Support the Program Sponsor, Program Integration by developing program frameworks, preparing and enhancing control boards, and setting performance requirements and measures (KPIs)
  • Provide leadership oversight and direction to project teams (e.g. defines team member roles, responsibilities, and expectations); provide feedback to provide an optimum use of team skills; manage team and monitors work assignments for adherence to timelines; monitor the achievement of performance; develop action plans to address performance gaps
  • Provide leadership for diverse teams, consisting of internal staff from multiple projects teams, external consultants, contractors. Ensure that programs are correctly integrated , planned and performed to meet goals, cost and schedule requirements.
  • Prepare detailed reports and provide, or support the delivery, of presentations to the Board and at public meetings.
  • Engage with internal and external partners and stakeholders and put strategies in place to ensure the wider strategic picture is reflected within the project framework and risk analysis.
  • Apply political acuity and to identify opportunities and risks. Monitor risks, constraints and contingencies to avoid additional costs, penalties and delays.
  • Lead business process and governance reviews related to projects, programs and change management strategies, while making decisions that promote a culture of continuous improvement.
What Skills and Qualifications Do I Need?
  • Familiarity with rail sector and working in a transportation / transit planning and project delivery environment, leading large-scale projects
  • Project Management Professional (PMP) certification an asset
  • Extensive management experience leading and developing corporate projects and strategy with the broader public sector.
  • Experience in a multi-jurisdictional context to lead teams, and re-align activities to meet priorities;
  • Political acuity skills to recognize and respond to issues which may have impact for the senior management and the CEO; Ability to recognize and support issues which may affect partners and team members
  • Excellent oral, written skills from both a technical and a business audience perspective; ability to provide clear answers to anticipated questions regarding project implementation procedures, progress and status
  • Knowledge of relevant legislation, procedures, professional or technical practices and precedents (e.g. Metrolinx Act, Places to Grow Act, Planning Act) and of human resources legislation (e.g. Employment Standards Act, Ontario Human Rights Code, Occupational Health & Safety Act) and collective agreements to manage project team employees, consultants, designers, and contractors
  • Excellent relationship and partner management skills, and the ability to work in collaboration with colleagues, contractors and partners across organizational boundaries to ensure project deliverable; to build and influence value added relationships with diverse all partners and team member to achieve corporate wide goals
  • Experience with the principles behind business process re-engineering, managing change, and what is required to make projects successful
  • Knowledge of project management skills and theory, principles, techniques and applications, to provide expert operational leadership and advice to executive management.
  • Completion of a degree in Planning, Economics, Business Administration, Engineering, Public Administration, Marketing, or a related discipline – or a combination of education, training and experience deemed equivalent.
