Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Stations Sponsor division, part of the Sponsor Office, is hiring a Sponsor to provide leadership towards guiding and implementing on station capital projects and related network-wide initiatives. The Sponsor will work primarily on the SmartTrack program working to produce comprehensive and cohesive strategic plans, support on project/program workstream interfaces, lead stakeholder engagement , support various obligations and agreements, and collaborate closely with subject matter experts to assist in developing recommendations aligned with corporate priorities.
What will I be doing?
  • Accountable for projects and programs to be correctly planned and executed to produce the benefits outlined in the business case/corporate initiative, meeting financial and schedule commitments.
  • Provides assurance of project readiness through planning, design, delivery and operation to ensure project benefits are delivered on time and within budget, and providing advice to the Program and Head Sponsors, Sponsor office, the senior management team, and the corporate investment panel
  • Ability to lead workshops with various stakeholders and perform benefits mapping
  • Engages with external stakeholders (e.g., municipalities, business and rail and rapid transit industry) and puts effective communication strategies in place to ensure the wider strategic picture is reflected within the project framework, business case, and risk analysis.
  • Supports the Head Sponsor by developing project frameworks, drafting business cases and benefits realization plans, confirming funding, and setting performance requirements and measures (KPIs)
  • Oversees the development of business cases to evaluate project and program alternatives and secure support for new programs/projects
  • Develops and advises on commercial agreements with industry and stakeholders; Manages and develops the forms of agreements and supporting policies and guidance ; Support commercial negotiations for major initiatives
  • Provides senior leadership and direction for diverse multi-disciplinary teams, consisting of internal staff, external consultants, contractors, etc.
  • Applies political acuity and relationship management skills to identify, prioritize and act on opportunities and risks, as appropriate. Monitors risks, constraints and contingencies to avoid additional project costs, penalties and delays .
  • Leads business process and governance reviews related to projects and change management strategies, while making decisions that reinforce a culture of continuous improvement.
What Skills and Qualifications Do I Need?
  • Completion of a degree in Planning, Economics, Business, Administration, Architecture & Engineering, Public Administration, Marketing, or a related discipline – or a combination of education, training and experience deemed equivalent. An MBA would be an asset
  • Proven political acuity skills to recognize and respond to issues which may have impact for the Head Sponsor, ,the CEO, and the organization as a whole; demonstrated ability to recognize and support issues which may impact partners and stakeholders
  • Senior leadership skills and experience in a multi-jurisdictional context to lead, manage and coordinate multiple project teams, and re-align activities to meet priorities;
  • Extensive management experience leading and developing corporate projects through the lifecycles and strategy, preferably with the broader public sector. Municipal, regional, and provincial governance experience/knowledge would be an asset.
  • Excellent oral, written, and presentation skills, from both a technical and a business audience perspective; ability to provide clear and concise answers to anticipated questions regarding project implementation procedures, progress and status.
  • Strong understanding of the principles behind business process re-engineering, managing change, and what is required to make projects successful
  • Excellent relationship, stakeholder management, negotiation, and influencing skills, and the ability to work in collaboration with colleagues, contractors and stakeholders across organizational boundaries to ensure project deliverables; to build and influence value added relationships with diverse internal and external partners and stakeholder to achieve corporate wide objectives
  • Demonstrated commercial awareness to review and provide advice on commercial policies and agreements and support commercial negotiations with industry and stakeholders is an asset
