Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Service Expansion Office is seeking a Transportation Planning Analyst (Contract up to 14 months) that carries out technical transportation analysis of new GO bus and rail services and other Metrolinx transit service, as well as associated infrastructure requirements. The successful candidate will also conduct analysis of existing services in support of organizational goals and medium and long-range service planning objectives.
What will I be doing?
  • Utilize and advance tools to process large volumes of passenger and operating data, and utilize spatial and graphical visualization tools to aid transit service planning analyses, monitoring, and research
  • Identify service opportunities through the analysis of unmet travel markets and regular service route- and corridor-level performance monitoring for improving service quality, efficiency, and effectiveness
  • Support efforts to critically analyze service proposals to ensure alignment with organizational strategic directions, construction timelines, operational constraints, customer impact and demand, as well as available resources
  • Conduct resource and ridership impact analysis related to service proposals to accommodate ridership growth, adapt to changing markets, operate more cost-effective services, and meet other Metrolinx policy objectives
  • Liaise and obtain cooperation of other offices throughout the organization to gather and interpret information for the development of service concepts and plans
  • Support business case analyses for new and revised service, as well as service-related infrastructure with the goal to maximize ridership, enhancing the customer experience, while minimizing resource needs
  • Work to ensure alignment of plans with transit policies, factoring in impacts, costs, benefits, and other considerations in a timely manner
  • Support data gathering, analysis and reporting activities relate to GO service performance and operations for other policy research and project needs from other Metrolinx teams
What Skills and Qualifications Do I Need?
  • Proficiency in data management, data analysis programming, geospatial analysis, quantitative analysis, ridership forecasting, and service cost estimation
  • Technical analytical and problem-solving skills to analyzing service, operational, and financial performance data to identify and resolve issues affecting the achievement of project timelines and business goals.
  • Minimum four (4) years’ experience in transportation planning and analysis in rail and bus operations and scheduling
  • Experience with geospatial tools (ArcGIS) are an asset
  • Experience using MS Office (Outlook, Word, Excel, PowerPoint, SharePoint)
  • Interpersonal and oral/written/presentation communication skills to communicate GO Transit’s service and operations to external clients
  • Completion of a diploma in Engineering, Business Administration, Planning, or a related discipline – or a combination of education, training and experience deemed equivalent
  • Knowledge of the theory, principles, and practices of transit planning and service delivery
