Founded in 1901, the Federation of Canadian Municipalities (FCM) is the national voice of municipal government. With over 2,000 members including Canada's largest cities, small urban and rural communities, and 20 provincial and territorial municipal associations, FCM represents over 90 per cent of Canada’s population.
The Green Municipal Fund (GMF) is FCM’s flagship program. At GMF, its team is empowered to create change where it has the most impact – municipalities. GMF is a $1.65 billion permanent endowment from the Government of Canada, managed at arm's length, making it nimble and available for higher-risk, higher-impact initiatives. A further $530M investment into GMF to support the National Adaptation Strategy was announced in November 2022.
GMF’s team is committed to helping local governments switch to sustainable practices faster, and supporting Canada in achieving its objective of zero GHG emissions by 2050. GMF’s unique mix of funding, resources, and training gives municipalities the tools they need to build resiliency — and create better lives for Canadians. As a leading catalyst for innovation, GMF offers funding (loans and grants) along with knowledge-building resources, tools and training for sustainable municipal initiatives designed to support communities to improve air, water, and soil quality, and to protect the climate. Through GMF, municipalities have reduced carbon emissions; built better transportation assets; constructed efficient and resilient buildings; diverted waste from landfill; made previously unusable land available for development; and improved soil and water quality.
Major Purpose
The Senior Director, Programs for the Green Municipal Fund (GMF), reports to FCM’s Chief Development Officer & Managing Director of the GMF. This newly created role will provide strategic leadership to maximize the GMF’s ability to accelerate the municipal sectors’ transformation towards creating net zero, sustainable communities by building and executing a comprehensive overall program strategy that leads to the highest possible level of results from GMF’s significant but finite resources. Central to this role will be to prioritize the achievement of significant emissions reductions and climate change resilience by Canadian municipalities and their partners through direct GMF funding and capacity development initiatives and those achieved through follow-on investments and partnerships.
Knowledge, Skills and Experience
The Senior Director, Programs-GMF is expected to exemplify FCM's dedication to promoting sustainability, health, diversity, inclusivity, and anti-racism within the organization. In their capacity as a senior leader, the SD will exhibit these principles, adhere to the corporate culture, and exhibit enthusiasm for GMF and FCM's mission. As an ideal candidate, you should possess exceptional senior leadership skills, a grasp of the municipal sustainable infrastructure project development and financing, and the ability to formulate effective solutions that enable municipalities to act on climate change. You should possess extensive experience in team management, program design and adaptability in your leadership style. Knowledge of city operations and municipal climate plans, municipal finance, government program administration and French language skills would be valuable assets.
