Exchange Bank of Canada is seeking an enthusiastic and driven RCM Compliance Manager to join their Compliance Team!
Role Description: The RCM Compliance Manager, as the second line of defense will report to the RCM & AML Senior Manager and the CCO/CAMLO for oversight. The incumbent will work with all business lines and departmental groups to ensure that the controls effectively mitigate Regulatory Risks and are in line with Compliance Requirements to establish the quality of Exchange Bank of Canada’s (“EBC’s” or the “Bank’s”) Compliance processes and controls. The RCM Compliance Manager will document the controls to demonstrate adherence with the Proceeds of Crime (Money Laundering) and Terrorist Financing Act/Regulations, OSFI guidelines, the Bank Act Framework, Canada Labour Code Framework, Canadian Anti-Spam Legislation (CASL) Framework, FCAC Complaints handling and Whistleblower Guidelines, Cyber Security Framework, Privacy Framework and other Regulatory Requirements applicable to the Bank. Together with the RCM Senior Manager, they will assist in the Monitoring and Testing of the key controls that have been identified.
The RCM Compliance Manager will work with the RCM Senior Manager, to receive updates made to regulations, the maintenance and updating of policies, procedures to align with regulations and provide guidance to the various stakeholders in the first line, ensuring the controls and framework support each regulation, and provide timely escalation of material compliance concerns and manage issues action plans for the Bank.
Essential Functions:
- Support and together with RCM Senior Manager and the CCO, maintain the Bank’s RCM Framework Program from the 1st line, by providing the control framework with applicable Regulatory Requirements
- Develop, manage and maintain the Bank’s policies and procedures for ensuring regulatory compliance for other functions and Executive teams
- Update and maintain the GRC tool with the key controls, the applicability, and the risk rating of the controls
- Work with Compliance to assist with managing the findings that are determined from a gap analysis to gather action plans and evidence from the 1st line to close
- Conduct regulatory compliance risk assessment to determine the inherent risk associated, rate the effectiveness of each control, and determinate the residual risk for each element that is applicable
- Work with the business lines to determine whether regulations are applicable to each unit within the Bank
- Together with the CCO, monitor regulatory and industry developments to ensure that the control frameworks remains current and adequate to support any new developments
- Ensure that findings raised within the Issue Management Framework are completed in a timely manner
- Assist with Regulatory Audits, and Internal Audits and key related projects related to RCM and other functions if applicable
- Identify the key controls with the business lines and departments to the applicable regulations for the bank
- Escalate significant issues to the CCO and Senior Management (as applicable)
- Hold an understanding of the governing legislations and regulatory requirements applicable to a Schedule 1 Bank
- Assist the RCM Senior Manager to collect evidences for the Monitoring and Testing Program and conduct the Monitoring and Testing based on risk
- Collect and input the key controls applicable to address each applicable regulation within the GRC (Governance Risk management and Compliance software) Ethidex tool

Qualifications & Skills:
- Strong knowledge of industry best practices and standards
- Data analytics capabilities (Not Required)
- Detailed oriented with multi-tasking, analytical, time management and organizational skills
- Excellent knowledge of Regulatory Compliance Requirements and industry expectations.
- Intermediate Excel and Word Skills (Not Required)
- Previous experience working in AML, risk, compliance or audit role
- Familiarity with the applicable OSFI, FINTRAC , FED, Bank Act, FCAC rules applicable to the international banks conducting retail and commercial foreign exchange business in Canada.
- Excellent communication skills, both verbal and written
- Thorough knowledge and understanding of the practical application of relevant Regulatory Requirements to Canadian Financial Institutions
- Knowledgeable in Risk Management, Compliance and Governance requirements and standards
- Comfortable dealing with individuals at all levels of the Bank
Required Education and Experience:
- Analytical and can provide practical solutions and prioritize a diverse workload with multiple deadlines.
- Bachelor’s Degree or equivalent combination of education and/or experience.
- Highly flexible and detail-oriented with the ability to multi-task and change directions based on business demands.
- 5+ years of Compliance experience.
- Prior experience in RCM, Internal Audit and/or regulatory reviews.
