Title: Procurement & Contract Specialist
Location: Toronto, ON
:
1. BACKGROUND
The (CLIENT) has a high volume of procurements to be managed
in 2022 and 2023. The CLIENT requires the services of several procurement and contract
specialists to assist the Procurement and Category Management (PCM) department in
managing current and future contracts. The successful candidates may be working in one (1)
of the following PCM Categories:
1) Design Engineering and Technical Services:
a. Which includes the procurement and contract management of consultant
engineering design and specialized technical services (Designated Substance
and Geotechnical Services).
2) Fleet Management and Major Project:
a. Which includes the procurement and contract management of consultant
engineering services for high profile and major projects, and the purchasing of
revenue and non-revenue vehicles.
3) IT Services:
a. Which includes the procurement and contract administration of information
technology and support services and the purchasing of hardware equipment and
software licensing.
The CLIENT reserves the right to select which category the successful candidates will be
assigned to.
2. DESCRIPTION OF DUTIES AND RESPONSIBILITIES
The resource(s) responsibilities may include, but are not limited to:
· Authoring documents known as Requests for Proposal or Request for Information (RFx’s)
and others; these request documents will be sent out to vendors so that they can bid on
the proposal;
· Educate the CLIENT internal client team on the RFx sections to support team members not
familiar with developing RFx’s;
· Research the requirements for the bid (where required), writing the RFx document and
draft SOW, hardware and/or software agreement to be included in the RFx;
· Review and assess scope of work/specifications and requirements (e.g., budget/project
approval, estimate, schedule, technical details, etc.),
· Prepare competitive tender/proposals for goods and services, development of evaluation
criteria for proposals, evaluations of commercial submissions and recommendations for
contract awards.
· Prepare and issue contract documents for the procurement of goods and services,
standard letters, purchase orders and procurement tender/proposal documents.
· Review the scope of work, specifications and requirements to ensure that prerequisites
have been provided (e.g., estimate, schedule, technical details, business requirements
etc.).
· Work with project teams and collaborate with legal to include appropriate terms and
conditions adhering to CLIENT guidelines;
· Assist with proposal evaluations and contract negotiation and administration activities.
· Facilitate and manage the end to end procurement process to issue the RFx
· Assess and process Non-Competitive procurement requests
· Prepare recommendation reports based on results of the RFx
· Assist in addressing any contract issues and resolving invoice discrepancies
· Process new vendor system set-up.
· Interpreting contracts and ensuring compliance with contract terms and the requirements
of the scope of the work.
· Evaluating/negotiating commercial aspects of work plan submissions.
· Processing work plan/work assignment releases;
· Administering payment process including preparing/processing certificates of payments,
negotiating contract price breakdowns, progress payments, and assessing back charges
and liquidated damages;
· Processing release of holdback payments as per Construction Act;
· Processing contract amendments/changes and change directives;
· Other duties common with procurement and contract management
3. EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
· University Degree or College Diploma in Business or a related discipline, or a
combination of education, training, and experience deemed to be equivalent combined
with progressively responsible experience in a hybrid or complex procurement and/or
supply organization
· Must demonstrate experience (detailed in resume) relevant to the scope.
o Minimum submission requirement of three (3) years of relevant experience.
o Five (5) years of demonstrated relevant experience is preferred.
· Proven experience in authoring RFP’s for complex Enterprise procurement of software,
hardware, and implementation services.
· Industry designation (e.g. SCMP, CSCP, or CIPS, etc.) is an asset
