We are looking for an experienced Contract and Claims Specialist to join a growing team in Toronto office for the Ontario Line / RSSOM project. About the Project
The Rolling Stock, Systems, Operations and Maintenance (RSSOM) project is one of many contracts to deliver the Ontario Line, a 15.6-kilometre stand-alone rapid transit line that will connect the Ontario Science Centre to Exhibition/Ontario Place.

The Role:
The Contract and Claims Specialist reports to the CJV Contract Manager and will be responsible for providing oversight for all contract management activities related to the CJV scope of work.
The position requires the Contract and Claims Specialist to report to the Contract Manager on contract management, on claims (upstream), reporting and monitoring changes against budgets.
Responsibilities:
- Developing and implementing, in close coordination with the Contract Manager, contract
- Ensures compliance of all contract management related matters with project delivery system policies, legal and regulatory requirements, insurance, finance, tax, and health, safety and environmental (HSE) requirements.
- Liaise closely with in-house legal counsel and provide direction on contractual matters to the construction team to ensure scopes of work align with the contractual obligations.
- Management strategies to manage Civil portion of the Construction Contract (upstream) and interface obligation of CJV with systems, and with operation and maintenance partners.
- Leads the change management process and contract close-out plan that minimizes the time necessary to achieve Substantial Completion of contracts.
- Accountable for ensuring Civil JV contractors deliver and execute in accordance with terms of their obligations and scope of work.
- Provides support by assessing impact of claim and providing data to support and defend the Joint Venture position.
- Participates actively to processes which enable early notification of claims, back charges or disputes.
- For contractual management matters, provides support to the interfaces management between the various functional areas within the Project as it relates to Systems partners, operations and maintenance partners, procurement of goods and services.
- Provides technical expertise to support the negotiations of major/complex subcontracts.
Qualifications:
- Attention to detail and self-motivated
- Excellent computer and software skills, including Word, Excel, Power Point, Outlook
- Excellent negotiating, interpersonal, and communication skills
- Accredited degree or equivalent in Business, Construction Management, or Business Law
- Strong working knowledge of Contract or Construction Law
- 7 years of contract management and claims administration within the construction industry
- Demonstrated strong and leadership skills with ability and desire to develop, mentor, and coach employees
- Excellent oral and written communication skills
- Experience developing negotiating contract terms and conditions specifically for contracts, construction, and professional services on a Lump Sum, Unit Price, and cost reimbursable basis · Strong understanding of contracting principles and legal terms and conditions
- Experience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit price
Nice to have :
- Solid experience dealing with change management control.
- Strong people leadership skills demonstrated by treating others with dignity and respect and fostering a culture of accountability and strong performance in a project management environment with matrix reporting.
- Strong interpersonal and communication skills along with the ability to establish a high degree of credibility with staff and clients.
