Job Description
Basic Function:


To coordinate development application processes and improvements in order to help meet Planning Act legislative requirements along with providing frontline services to planning and development stakeholders and public. A portion of the role may include planner and project support, coordination of development analytics and providing planning advice on land use planning matters having regard to the Planning Act, and other related Legislation, Regulations, Policy and planning principles.


Duties and Responsibilities:
  • Coordinate the steps and timelines involved in the processing of development applications, such as land use amendments, site plans and draft plans of subdivision and condominium. This includes but not limited to:
  • Maintains, verifies, and updates the department’s development application tracking system (Cityview)
  • May be required for occasional site inspections in relation to planning applications.
  • Public and stakeholder notifications and issuance of decisions
  • Maintain and foster corporate goals by ensuring public access to and participation in the planning process, including utilization of engagement tools for planning initiatives such as the county’s online platform
  • Support in the preparation of staff reports, collection of agency and department comments, and other technical support in relation to development applications.
  • Coordinate the tracking of planning policy projects and other strategic departmental priorities.
  • Coordinating the pre-consultation and site plan review committee agendas and documenting the “record” of requirements and conditions
  • Ability to provide review, analysis and recommendations on certain development application types (eg Committee of Adjustment) as appropriate.
  • To undertake special projects and other duties as assigned.
  • Coordinate reviews of key development application processes and planning services to ensure Norfolk is at the forefront of new techniques to engage the community and deliver results for stakeholders.
  • Review new applications to deem complete and commence review process
  • Conducting the “completeness” review
  • Responsible for responding to general inquiries related to land use planning matters. Coordinating with the department, others and Service Norfolk to find process efficiencies.
  • Assist senior planners and other project leads with long-range and policy initiatives, which may include public engagement.
  • Provide back up assistance to the Committee of Adjustment Secretary Treasurer functions or meeting if needed.
  • Circulation of applications and technical studies to planners, departments, agencies and uploading via internal systems
  • Coordinate and provide analytics used for planning, growth or business plan purposes. This could include development applications, residential monitoring, coordination of development with engineering & infrastructure services, annual reporting and other data and information summaries.
  • Prepare by-laws for Council and/or Delegated Approval – including zoning types, part lot control, deeming, etc.
  • Tracking of statutory timelines for development applications
  • Coordination of street naming, civic addressing and assisting with GIS functions related to development applications and planning projects as appropriate.
  • Coordinate the review and recommendation on telecommunication tower applications and other specialty types – such as those that may be under deleted approval to the Director of Planning (or designate).
  • The intake of development applications via the County’s software system and other methods
  • Responsible for coordinating the maintenance and posting of the County’s Official Plan, Zoning By-law and other planning instruments and amendments thereto.


Requirements


Knowledge and Experience:


  • GIS understanding or quantitative skills/ statistical analysis or visualization software and/or engagement tools is an asset.
  • Minimum four year post-secondary degree in Land Use Planning preferred or related field.
  • Over three months up to a year relevant experience
Skills and Abilities:


  • Valid Ontario driver’s license and access to a reliable vehicle.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
  • Strong interpersonal and customer service skills; able to liaise with internal and external stakeholders with excellent judgement and decision-making regarding the sharing of information.
  • Understanding of relevant Planning and development process related legislation and policy.
  • Excellent computer skills, including solid knowledge of Microsoft Office, Adobe, file management. Additional knowledge, familiarity or ability to learn department specific software (CityView or comparable), Geographic Information System software (ArcGIS) and/or imaging/graphic design programs a benefit.
  • Ability to operate corporate equipment such as: scanner, printers, plotter, copier, digital camera, etc.
  • Strong organizational and administrative skills with demonstrated ability to work independently and collaboratively
  • Effective oral and written communication skills.
