Job Description
Basic Function:


Reporting to the General Manager, Operations the incumbent will:


  • Commission and decommission new and used vehicles and equipment to all inter-departmental fleet users
  • Provide direct supervision of staff activities associated with maintenance/repairs, procurement, disbursing and inventory of parts/materials, training relative to the operation of various vehicles and equipment and ensure compliance with legislated requirements
  • Coordinate the scheduling of all vehicles and equipment for preventative maintenance service and/ or repairs and supervise related activities


Position Description:


  • Oversee all the fleet user departments' equipment preventative maintenance programs (i.e. Ambulance, Fire, Operations, Environmental Infrastructure Services) and ensure vehicle files are kept current for audit purposes as required by the governing bodies such as Ministry of Transportation and Ministry of Health
  • Oversee the maintenance and repair of all County fuel depots and ensure Liquid Fuel Handling Codes are adhered to
  • Administer, manage and maintain County fleet GPS system
  • Develop, implement, monitor and maintain of appropriate policies and procedures that support the effective operation of the department
  • Perform other duties as assigned
  • Ensures and maintain appropriate policies and procedures that assist staff to safely complete all assigned work
  • Ensures corporate goals and objectives are always in consideration and achieved by staff and contractors
  • Organizes and schedules work assignments and assigns crews and equipment accordingly
  • Establish and maintain relationships with counterparts in other Municipal governments, and ensure cooperative relationships with Staff, other levels of government and agencies
  • Assist with budget preparation. Monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget
  • Responsible for maintaining current certification for shop
  • Administer, manage, and maintain County 2-way radio system as used for fleet equipment
  • To prepare and present written or verbal reports, policies, and procedures and/or recommendations to General Managers, Directors, staff, Council and external agencies and the public as required.
  • Asset Management (selection, procurement, use, care and lifecycle analysis of vehicle and equipment assets)
  • Supervises according to the County’s personnel policies and the terms of collective agreement
  • To assist with the development, coordination, and facilitation of training programs for core functions of Fleet Services staff as required·
  • Establish and maintain short and long-term effective programs for assessing the effectiveness and security of fleet, proactively developing alternative options for consideration and action, including research of new developments in the industry
  • Assists with hiring and orientation of new employees
  • Ensures vehicle/equipment specifications to ensure user departments' vehicle/equipment needs are met
  • Ensures a computerized record management system is in place, updated as new vehicles and equipment are acquired/disposed and maintained (Pearl) to track all maintenance on the fleet, such that documentation is readily retrievable
  • Represent the County, Department and/or Division at relevant meetings and trade shows as required
  • Ensure compliance with Highway Traffic Act legislation a. Commercial Vehicle Operator Registration (CVOR) i. Recognized Authority and Signing Authority ii. Authorized Requester Information System (ARIS) iii. Carrier, driver, vehicles, plates b. Safety inspections
  • Develop and review energy management programs related to vehicle fuel as legislated
  • Establish and maintain short and long-term programs for assessing the effectiveness and security of the fleet, proactively developing alternative options for consideration and action
  • Prepare and develop the Department budget, implement approved works and monitor status throughout the year, taking appropriate actions to ensure adherence to the approved budget or seeking required budget adjustments. Meeting with County departments to ensure needs met
  • Ensure all works are undertaken and constructed to an appropriate standard and in compliance with applicable legislative and regulated requirements.


Requirements


Knowledge and Experience:


  • Fuel Site Operator Certificate will be required within first year of employment
  • Experience implementing, coordinating and maintaining a preventative maintenance and repair program in a fleet or comparable environment
  • Must be familiar with, and have experience managing a Commercial Vehicle Operators Registration (CVOR) fleet of vehicles
  • Experience managing Fire and Ambulance vehicles an asset
  • Membership in the Fleet Management Association (NAFA) with a Certified Automotive Fleet Management designation an asset
  • Heavy Equipment Technician Certificate(“421T”) an asset
  • Must possess an Automotive Service Technician ("310S") Certificate, and/or a Truck and Coach Technician ("310T") Certificate
  • Completion of a diploma in Fleet/Heavy Equipment Management, Business Administration, Automotive Technology or a related field
  • Experience with vehicle (heavy and light equipment or vehicles Class 1 to 8) maintenance within a large complex fleet
  • A minimum of 3 years current related experience as a working tradesperson and a minimum of 3 years’ management and supervisory responsibility (may include additional specialty training)
  • Emergency Vehicle Technician Certificate an asset


Skills and Abilities:


  • Computer expertise in corporate standard software (Microsoft Office, Pearl and department specific software to data search and entry and to create and modify documents
  • Thorough knowledge of the Commercial Vehicle Operations Registration (CVOR) legislation and the National Safety Code Standard including the Periodic Mandatory Commercial Vehicle Inspections (PMCVI) and the Highway Traffic Act
  • Thorough knowledge of the Human Rights Code, The Occupational Health and Safety Act and Regulations, Environmental Protection Act and other related legislation/regulations
  • Proven ability to provide both leadership and direction to staff
  • Ability to work under pressure with constant interruptions, rapidly changing priorities and deadlines
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act (OHSA)
  • Excellent time management and organizational skills
  • Excellent oral and written communication skills
  • Previous experience within the Municipal sector an asset
