Job Description

Role: IT Program Manager

Location: Vancouver, British Columbia

Mode: Hybrid

Duration: Around 6 months (Possible three 1-year extensions)

Estimated Hours of Work: 7 hours per week

Anticipated Start Date: End of April/Beginning of May 2023

IT Program Manager

  • The client organization is seeking to contract the services of an experienced IT Program Manager for a 6-month period with an option of three one-year extensions, to support and drive the planning, launch, and initial delivery of a comprehensive IT Transformation Program.
  • The client is about to embark on a comprehensive, multi-year, IT Transformation Program to further enhance and expand the provision of legal aid services to the people of BC, as well as to achieve greater operational efficiencies.Recently, the client organization developed, with the assistance of external experts, a comprehensive IT strategy, which laid out a significant roadmap of transformational activity.
  • The client intends to put into place a Program Transformation Office (PTO) and a Technology Transformation Office (TTO) as key elements of the transformation program’s governance structure, with both entities reporting to the IT Program Manager.

Deliverables:

Set up a Program Transformation Office:

  • Work with Chief Financial Officer and other consultants to develop and deliver a procurement strategy to establish a PTO for the client.

Program Governance:

  • Prepare Terms of Reference
  • Manage all program governance activities to ensure appropriate oversight of the various projects
  • Restart the client’s Information Technology (IT) Governance Committee
  • Prepare Board of Directors or Finance Committee updates or reports as requested

Project Delivery:

  • Confirm and update the Project Management Methodology
  • Stakeholder Management
  • Establish Project Management practices for:
  • Change Management
  • Risk Management
  • Project Status Reporting
  • Decision Support
  • Benefits Realization
  • Schedule Adherence
  • Scope Management
  • Establish Program and Project Charters
  • Cost Control

Advance the LABC IT Transformation Program:

  • Confirm and update business needs and roadmap for execution.
  • Focusing on business needs, work with key stakeholders to validate, refine, initiate and lead initiatives identified in the Strategic IT Program
  • Facilitate discussions to gain a common understanding of the need and help prioritize work.
  • Clarify objectives and key results.
  • Provide leadership and management oversight for technology projects, as assigned.
  • As required, provide leadership over Enterprise Architecture, Data Architecture, IT Security, Change Management, etc.
  • Lead the development of requests to release funding.
  • As required, provide project management and project coordination of smaller projects.

Onboard and Manage Resources:

  • Work with technology leads, product managers, project managers, and resource managers to assess technical dependencies, and skills required to deliver the work.
  • Work with Finance and the contract management consultant to ensure vendor performance.
  • Pending on procurement strategy, secure resources and contracted agencies to deliver on various aspects or projects within the IT Strategy.

Assess Capability Gaps:

  • Learn current capabilities from both a business and technology perspective.
  • Identity and document gaps between current capabilities and desired outcomes and capabilities
  • Conduct gap analysis and document results and findings when applicable.

Project Charters:

  • Include problem/opportunity statement, issues/causes, objectives/goals, tangible and intangible benefits, and project risks.
  • Support the creation of strong, compelling and accurate Project Charters to justify the release of capital funding and substantiate return on investment that:
  • Understand and articulate strategic alignment and risks.

Organizational Change Management (OCM):

  • Facilitate workshops, brainstorming sessions, and meetings.
  • Development and execution of OCM plans and strategies.
  • Delivery of informative, well-organized presentations.
  • Lead transformation activities

Fiscal Management:

  • Assess Minimal Viable Product (MVP) options for reducing financial risk and achieving early benefits within the program.
  • Track and provide updates on the IT Transformation Program’s capital budget to the IT Governance Committee.
  • Work with Finance to provide monthly cashflow forecasts of project and program activities.

Roles and Responsibilities:

  • Program and Project Delivery
  • To lead the development and update of any new or current IT Strategies and Roadmaps
  • To lead complex organizational transformations including change management models and communications strategies
  • To oversee the management of multiple concurrent IT projects and their associated stakeholders to ensure the various projects are staying on schedule, within budget, delivering the agreed-upon scope, and risks are being mitigated
  • To establish and chair an IT Governance Committee ensuring the IT Transformation Program is on schedule, within budget and issues are being managed in a timely fashion
  • Business Intelligence, Data Governance, and Analytics
  • To establish and manage large and complex IT projects and sustainment vendor agreements
  • To demonstrate success in establishing, leading, and maturing IT practices including:
  • To facilitate strategic planning or risk management workshops with LABC staff, business partners, and potentially other stakeholders
  • Business Relationship Management
  • Enterprise IT Architecture and Planning
  • IT Security, Risk and Resiliency
  • Organizational Change Management
  • To maintain awareness of technology trends and can identify opportunities that can bring innovation to the services we provide

Experience:

  • Past experience working in organizations with equal to or greater size and capacity than the client, where the client has approximately 250 employees, 1,500 suppliers, intermediate complexity, and a basic degree of integration between systems.
