About The Role


The Director, Workforce Strategy is responsible and accountable for providing leadership within Human Resources for Interior Health (IH). Specifically, the Director is responsible and accountable for the development, implementation and monitoring of organizational and provincial workforce strategies. The Director is also responsible and accountable for overseeing the daily operations of workforce planning, optimization, rotation development and strategic HR partnerships.


The Director interacts with and maintains broad internal and external contacts for the purpose of maintaining the workforce strategy framework for IH. Internally, the Director builds and maintains relationships with senior leaders, managers, and staff within the organization. Externally, the Director fosters and influences the organization’s relationships with the Health Employers Association of British Columbia (HEABC), government agencies, other Health Authorities, trade unions, special interest groups, and members of the public in matters related to workforce strategy within IH.


Some Key Duties


  • Oversees the workforce strategy portfolio, including Workforce Planning & Optimization, Strategic HR Partnerships and Travel Resource Management, ensuring the efficient and effective delivery of services.
  • Serves as a senior representative in liaising with HEABC, trade unions, government, and government agencies, other Health Authorities, and other organizations with an interest in workforce strategy.
  • Ensures relationships with key partners and encourages understanding and cooperation in the development, implementation, and evaluation of the strategic directions and performance goals of IH.
  • Develops and implements innovative, data-driven and leading practice strategies to support the efficient and effective utilization of health human resources.
  • Keeps informed and current by participating in professional associations and attending conferences, courses, and seminars.
  • Develops and recommends budgets, monitors expenditures, performs variance analysis and reporting, and implements remedial action.
  • Identifies HHR requirements and provides IH and provincial partners with timely and actionable workforce data, and works with those partners to implement improvements.
  • Provides leadership and guidance to employees using effective management techniques; coaches and mentors employees; conducts performance evaluations and creates a learning environment that promotes and supports professional growth of all employees; participates in recruitment activities and makes hiring and discipline decisions.
  • Provides inspirational leadership by guiding the development, recommendations, and implementation of workforce strategies intended to improve the recruitment, retention and optimization of health human resources (HHR).
  • Performs other related duties as assigned.

Qualfications


Education, Training, And Experience


  • Seven (7) to ten (10) year's recent, related experience in healthcare or a complex workforce environment.
  • A Master’s degree in a relevant field such as Health Services Administration, Human Resources, Business Administration, Economics, Health Information Sciences or relevant health care discipline.
  • Or an equivalent combination of education, training and experience.
