Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Director, Technology and Architecture reports to the Executive Director and is responsible for providing leadership in the development, implementation, delivery and evaluation of Technology and Architecture services within FHA.
The Director develops and recommends strategic plans; is responsible for the development, implementation, delivery, maintenance and evaluation of the architecture and technology services and programs by providing professional advice and leadership to the equipment purchase and maintenance process; introduction of new technology and related infrastructure; planning, designing and execution of appropriate technology architecture, technology standards, infrastructure refresh; integration of technology systems and development of technology roadmaps, performance measures and metrics. Including systems testing, documentation, reference architecture, education and support, infrastructure procurement and logistics; data centre operations and infrastructure, including data backups and protection systems, storage systems, disaster recovery, virtualization and cloud infrastructure. Includes oversight and support of the Fraser Health wireless program and the clinical infrastructure area supporting key clinical information systems such as Meditech Expanse and Client Server.
The Director will work collaboratively with the senior leadership to develop strategies, policies/procedures and related processes to execute effectively in areas of responsibility considering standardization, cost efficiencies and innovation.
Responsibilities
  • Develops and publishes regular performance metrics; reports findings and provides recommendations
  • Recommends, develops, and implements associated policies; sets standards and procedures that align with the business. Directs development of implementation plans and procedures to ensure business and clinical critical services are recovered in the event of disasters or other incidents, and provides direction, support and in-house consulting in these areas.
  • Develops approaches to making various systems work together, which involves being able to resolve information and application definition conflicts, business rules, and resources.
  • Develops and reports on metrics relevant to technology services and infrastructure.
  • As a member of the HIIT leadership team, contributes to strategic delivery plan for HIIT. Collaborates with the CIO, Executive Directors and Directors within HIIT to ensure operational excellence and the establishment and implementation of goals and objectives that align with the vision, mission and strategic plan of Fraser Health.
  • Responsible for the maintenance, development and support of integrated technology infrastructure. Ensure technology services are highly secure, reliable, recoverable and available. Manages the evolution of technology standards including new technology assessment, risk analysis and cost benefit analysis. Applies best practices and manages against service level commitments.
  • Proposes architectural solutions that meet the clinical and business needs for HIIT. Develops and revises the organizational architecture and ensures the integration.
  • Recommends new procedures and technologies and develops policies and best practices for solution deployment and change control.
  • Collaborates with corporate executives on organizational architecture and technology strategy, business benefit delivery and standards. Drives and supports alignment between enterprise architecture, cybersecurity, privacy, application integration, IT infrastructure and the rest of the Digital Patient and Provider Experience portfolio.
  • Manages budget to support the Architecture, Infrastructure, Wireless and Voice technologies practice and provides input to capital planning and budgeting.
  • Develops, maintains and publishes architecture-related strategies, policies, standards, plans and guidelines. Enforces solution quality policies and procedures. Communicates the future technology trends of the agencies and its applications. Conducts research, develops business cases, and writes technical and business whitepapers.
  • Provides direction and leadership to staff and external resources in support of established goals and objectives, improved efficiencies and problem resolution.
  • Develops strategic and tactical plans of architecture and technology roadmaps related to the activities of HIIT; including the development of annual goals, priorities and projects.
  • Develops the departmental annual operating and capital budget; monitors expenditures and performs variance analysis and reporting; takes corrective action as required to address budget and/or expenditure anomalies.
Qualifications
A level of education, training and experience equivalent to a Master's degree in Health information Sciences, Computer Science, Information Technology or related discipline, plus ten (10) years of recent, related experience in an information technology and/information management field within a large, complex organization. Industry professional participation (COACH, HIMSS, CPHIMS).
