Job Description

Reporting to the Manager of Development Financing & Long Term Financial Planning, the Development Finance Analyst is responsible for:

• providing customer service and development charge information to internal staff, external agencies, developers / builders, and residents in verbal and email format;

• coordinating and collecting development charges for the Town of Whitby, the Region of Durham and DDSB / DCDSB;

• determining the type and amount of development charges payable for the Town of Whitby, utilizing the Development Charges Act, 1997 and the Town of Whitby Development Charge By-Law(s);

• applying/calculating sub-divider or front funding agreement credits and reconcile monthly;

• recording growth related financial transaction journal entries in the accounting system (i.e. development charges, parkland cash in lieu, subdivision; agreements, site plan agreements, and front funding agreements, etc.)

• recording and remitting the amounts collected for the Region of Durham and DDSB / DCDSB on a monthly basis by the due date;

• preparing various monthly / yearly development charge reports and reconciling amounts with the general ledger;

• supporting year-end financial statement work i.e. preparation of certain schedules;

• assist with the development, testing, and implementation of software improvements (AMANDA / WorkDay) related to accounting for Development Finance transactions;

• providing general administrative and financial accounting support; and

• all other related duties as assigned.

What You Bring To Our Team

As the successful applicant, you must possess:

• a three year post-secondary diploma/degree in Accounting, Business, Finance or other equivalent with Accounting Major;

• a minimum of one (1) years of directly related work experience in an accounting environment, including invoicing, journal entry preparation, monthly account balancing / reconciliation / remittances, monthly reporting for internal and external parties and year end audit; and

• intermediate level computer skills (MS Office, Amanda, MPower, etc.)

What We Offer You

• Salary: $50,905 - $63,645 per annum/per hour (Band D)

• A hybrid work environment and flexible work arrangements where employees are empowered to do their best work in the way that works for them. This is designated as a Remote Hybrid role. Remote Hybrid recognizes that up to 60% of job functions associated with the role can be done virtually, from a remote office. Further details on these programs will be discussed through the selection process.

Hours: Monday to Friday - 8:30 a.m. to 4:30 p.m. (35 hours per week)
