Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.


Position Overview


Diagnostic Services serve communities across the province, aiming to provide all Manitobans, no matter where they live, with high quality laboratory tests and diagnostic imaging procedures.

Diagnostic Services Clinical Change Lead supports diagnostic services system alignment by leading the coordinated planning and integration of patient-centred health services to ensure consistent high-quality patient care as defined by CPSP and Manitoba quality & learning framework. The position has relational influence over health service providers in the assigned area(s) of diagnostic services within their SDO and is accountable for influencing them to identify and implement care pathways that effectively serve the SDO population.


Main Function:


  • Identify positive changes and models of care to the appropriate goals of Diagnostic Services.
  • Prepare, seek approval and execute for Project Plans for clinical change initiatives.
  • Lead and coordinate the planning and implementation of clinical changes in the appropriate area(s) of health services as directed by Diagnostic Services senior leadership to improve clinical quality, service delivery on an SDO level as opportunities arise between (CPSP) priorities.
  • Identify potential Diagnostic Services service quality and continuous improvement opportunities to senior leadership with options to resolve for the appropriate stakeholders
  • Lead and mentor assigned Diagnostic Services and SDO resources tasked with local and provincial implementations.
  • Work with Provincial Clinical Planning Teams, Service Delivery Organization and external partners to lead and coordinate the implementation and monitoring of clinical changes in the appropriate area(s) of health services as directed by the Diagnostic Services senior leadership in support of strategic operating plans and Manitoba’s Clinical and Preventive Services Plan (CPSP) and guided by Manitoba’s Quality and Learning Framework.


Experience


  • 7 years of experience providing health services to urban, rural and/or remote populations across one or more areas of clinical health care.
  • 3 years of experience applying formal tools and methodologies in organizational change management and project management.
  • 7 years of progressive experience implementing clinical health services changes, involving health services leadership.
  • 3 years of experience leading and coordinating systemic improvements with health services.
  • 3 years of experience in business analysis developing business cases justifying clinical changes to senior leaders, and preparing and successfully executing project plans for clinical change initiatives.


Education (Degree/Diploma/Certificate)


  • An equivalent combination of education and experience may be considered.
  • A postgraduate degree is an asset.
  • PMP, ADKAR and/or PROSCI certification would be desired.
  • Certificate in quality management and/or patient safety from an accredited institution such as the Canadian Patient Safety Institute is an asset.
  • Post-secondary degree in a related field such as health sciences or health administration from an accredited education institution.


Certification/Licensure/Registration


  • Active member in good standing of an associated regulatory body as appropriate.


Qualifications And Skills


  • Demonstrated senior leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.


Physical Requirements


  • Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
  • Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.
  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
