Reporting to: NG9-1-1 Project Manager
Project Description: BCEHS requires a Senior Technical Business Analyst to support in the NG9-1-1 Project and transition to an IP based 911 call-handling platform and on an IP based 911 private network known as NextGen 911 (NG9-1-1).
Services Required:
The Sr. Technical Business Analyst plays a key role in ensuring that the NG9-1-1 projects achieves objectives and successful transition to new technology, processes, and practices by overseeing the design and operations of the technical components of the solution, producing technical specifications, technical documentations, and technical training materials. The Sr. Technical Business Analyst is responsible for coordinating technical work between departments, clients, and third-party vendors, elicit feedback or requirements, analyze and recommend solutions to improve system operations.
The Sr. Technical Business Analyst can work independently and as part of a team, has excellent written and verbal communication skills, is flexible and adaptable, has excellent problem solving and root-cause identification skills, has acute business acumen and strong client and business relationships.
Key Responsibilities include:
Planning and Coordination
- Collaborate with Operations BA for any tasks or activities required that would impact operations
- Coordinate tasks and activities with partner agencies to accomplish technical and operational deliverables required in the project
- Provide coordination and liaison with internal and external users of the system.
- Prepares, lead and coordinate test plans and testing activities
- Work with third party vendors in preparing and planning solution implementation
- Coordinates technical tasks in relation to privacy review and cybersecurity assessments
Requirements
o Develops, reviews, and monitors technical requirements (architecture, network, servers, database, systems, workstations and other system hardware and software related requirements)
o Manage technical requirements reference documents
o Tracks requirement development and delivery
o Tests deliverables to requirements
Analysis and Design
o Prepares and analyzes system changes and impact to operations
o Facilitates, prepares and/or review technical design and cybersecurity measures
o Facilitates change management process by providing expertise to units affected by automation
o Research alternate options or systems solutions
o Compare processes with industry standards and best practices
Quality Assurance & Control
o Conduct investigative internal process audits and create reports of findings
o Implement tests processes, policies, and protocols
o Writes test scripts and acceptance reports
o Tracks pass/fail requirements performance
o Facilitates retesting
o Develop workflows to increase efficiency
o Ensures security measures and requirements are followed
SOPs
o Evaluate technical operations procedures and processes
o Recommend strategies and develop new procedures
o Prepares technical support model, technical support processes and procedures
Assessment
o Conducts a pre-assessment / impact analysis before any solution is implemented
o Analyzes current / future system efficiency
o Conducts system analysis
o Identifies system deficiencies and recommend improvements
o Conducts data analysis, cleansing, transformation
o Establish priorities and review deliverables to ensure they meet design requirements and technical specifications
Translation
o Interprets business requirements into systems functional and technical specifications
o Produces data models
o Defines technical terms into business understandable language
o Creates and maintains system call flows
o Documents and maintains system architecture diagrams, network diagrams, DB schema and system logical/physical integrations
Technical Operations Support Documentation
o Works with Development team to ensure proper documentation for post implementation sustainment, support, troubleshooting etc.
o Develops system, user and process documentation
o Creates or contribute to training plans and guides
Constraints and Special Considerations:
· Special consideration will be given to Senior Technical Business Analyst with prior experience with NG9-1-1 transitions and project teams.
· Experience in Avaya, Komutel, NICE systems and Motorola Radio Telephone Interconnect are highly preferred.
· Prior experience in contact center systems preferred.
· Preference will be given to those candidates located in the city of one of the three BCEHS dispatch centers: Vancouver, Victoria, or Kamloops
· Some travel will be required to visit dispatch operations sites.
· Candidate is required to be available in person for meetings and workshops mainly in the Vancouver area.
Specific Qualifications or Experience Required:
Completion of a university degree in computer science, engineering, or business with a technology focus on call handling solutions, preferably certification in ITIL or similar service delivery framework, or technical certifications plus sound related experience, or an equivalent combination of training and experience.
Certificate in business analysis from the IIBA and project management from the Project Management Institute is desirable.
