Join our team at the California State University, Office of the Chancellor, and make a difference in providing access to higher education. We are currently seeking experienced candidates for the position of State Relations Manager. The CSU Chancellor's Office is the headquarters for the nation's largest and most diverse system of higher education. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 15 paid holidays a year.


Salary


The anticipated salary hiring range is up to $6,667 per month, commensurate with qualifications and experience.


The salary range for this classification is $3,750 to $11,146 per month.

Position Information


The California State University, Office of the Chancellor, is seeking a State Relations Manager to lead policy analysis, state legislative advocacy, and state budget advocacy efforts on behalf of the CSSA. This position will also manage stakeholder management and coalitions as it relates to state legislative and budget relations. This position will track and analyze legislation, recommend legislative positions for the association to consider, attend legislative and budget committee meetings and hearings, and cultivate and manage legislative relationships.


The State Relations Manager will support CSSA’s Legislative Affairs Committee and manage the associations civic engagement efforts. This position will manage annual campaign efforts and other spring legislative initiatives, which may include but is not limited to student advocacy at the Capitol, support the development and execution of the annual California Higher Education Student Summit, and develop strategies to support student engagement in legislative and budget advocacy.


The State Relations Manager will manage CSSA’s involvements in systemwide and external legislative and budget advocacy partnerships and coalitions. This position will manage grant programs that directly relate to state advocacy. This position will ensure the association’s compliance with the Fair Political Practices Commission. The State Relations Manager will work out of CSSA’s office based in Sacramento.


This position is located in Sacramento, CA.


Responsibilities


Under the general direction of the Assistant Director, Government Relations, the State Relations Manager will perform duties as outlined below:


  • Serve as a liaison between CSSA and legislative coalitions and stakeholder meetings.
  • Researches and gathers resources and information on voter registration, education, and mobilization resources including compliance, resources, event ideas and support, and other opportunities as appropriate.
  • Assists the Assistant Director of Government Relations in recommending bill positions to the CSSA Legislative Affairs Committee that directly relate to or impact college students, public higher education, and the California State University.
  • Manages special student actions, events, and legislative training.
  • Manages, develops, and implements strategies for organization engagement in legislative committee hearings.
  • Manages government relations student assistants.
  • Manages student participation in legislative and budget advocacy events.
  • Manages CSSA’s official correspondence on legislative action and positions.
  • Responds to internal and external requests for information appropriately.
  • Manages the organization’s reporting with the California Fair Political Practices Commission.
  • Research policy analysis on legislation impacting college students, public higher education, or the CSU that often requires access to confidential and sensitive information.
  • Manages, develops, and implements the organization’s state legislative portfolio and state legislative relationships.
  • Manages and develops communication strategies on relevant legislative topics.
  • Manages processes and programs to increase student engagement in committee hearings, bill testimony, and other legislative and budget advocacy related work.


Qualifications


This position requires:


  • Position requires working with students outside of normal business hours and sometimes with little notice to respond to time sensitive business.
  • Position frequently requires weekend work and some travel for plenary meetings.
  • A California Driver License is required. Experience with Microsoft Office Suite, Google Office Suite, Zoom, and legislative management software required.
  • Student government leadership experience is highly preferred.
  • A bachelor’s degree in political science, public policy, or public administration or a related field is required.
  • Experience with voter registration, candidate or cause driven campaigns, and Fair Political Practices compliance.
  • Minimum of two-three years of legislative experience.


Preferred Qualifications


  • Demonstrated knowledge of the California State University and Cal State Student Association.
  • Experience managing large-scale projects simultaneously.
  • Strong proficiency in all areas of communication: oral, written, and interpersonal.
  • Ability to communicate well verbally and in writing.
  • Demonstrated ability to work and communicate with diverse groups of student government leaders, internal constituent groups, and external stakeholders in a politically charged environment. Ability to research, analyze, and interpret higher education related legislation.
  • Demonstrated experience in providing sound judgement on legislation in a politically charged environment. Experience working directly with colleges students in a governance or extracurricular context.
  • Ability to understand, anticipate, and articulate legislative issues and possible (in)direct impacts to the CSU and CSSA.
  • Grant management experience.
  • Knowledge of California’s Fair Political Practices Commission requirements and filing practices.
  • Ability to organize and accomplish work independently.
  • Ability to maintain a positive attitude when working with students, CSU administrators, Associated Students, legislative and committee staff and members of the public.
  • Ability to respond to customer service inquiries of the general public, students at-large, and external stakeholders.
