Job Description
Come work as a Project Manager I with Vancouver Coastal Health (VCH)!


Join our dynamic team at Vancouver Coastal Health as a Project Manager with the Public Health team! The Project Manager reports to the Executive Director of Public Health and will provide local and regional leadership for projects and initiatives. In this exciting role, you will have the opportunity to work with an excellent group of managers and directors, to lead initiatives that transform the delivery of critical services that will impact and improve the lives of communities in the VCH region.


As a Project Manager with Vancouver Coastal Health, you will


Work with the Public Health team to lead, coordinate all assigned projects and design projects that enhance the health and wellbeing of families and communities in the VCH Region. The role ensures project deliverables align with the Chief Medical Health Officer's strategic direction and are completed within specified timelines and budgets. The Project Manager establishes project plans, charters, objectives, and critical paths, collaborates with partners, and utilizes appropriate resources to facilitate project activities. The role plays a vital part in initiating, monitoring, and reporting on Public Health program initiatives for health promotion and clinical prevention services across VCH. Working with the Public Health leadership team (Executive Director, Director, Managers and other leaders), the Project Manager enables strategic deployment, leading planning, analysis, and execution of strategies from inception to operation. This role fosters an environment conducive to facilitating consensus, consultation, negotiation, and information dissemination across all levels of staff and management. The Project Manager also negotiates contracts with consultants, vendors, other healthcare entities, and external agencies for provision of goods and services.


Key Accountabilities


Project Leadership


  • Leads the project team in the identification of strategy, milestones, actions and timelines necessary to reach the project goal.
  • Establishes project charters, plans, and objectives to outline timelines and deliverables specifically for Prevention initiatives.
  • Collaborates with key contacts in Public Health and across the Office of the Chief Medical Health Officer and VCH to execute the project plan, ensuring coordinated completion of project components and readiness for implementation.


Healthy Public Policy Strategy Deployment


  • Creates, implements, monitors, and reports on the progress of Healthy Public Policy initiatives within the context of operational demands, environmental and resource constraints, adhering to allocated budgets.
  • Leads multi-sectoral initiatives and actions with internal and external partners, ensuring consensus, conflict resolution, and desired outcomes through effective facilitation, persuasion, and negotiation abilities.


Communication and Partner Engagement


  • Maintains ongoing support for initiatives from project sponsors, user groups, and other key partners or collaborators, keeping interested parties aware of project status, and ensuring effective communication channels are in place.
  • Tracks project progress according to project plan, monitors and reports on the status of projects and major obstacles encountered, making recommendations regarding project scope changes.


Risk Management


  • Implements effective processes to assess project risks, identifies risk mitigation strategies, and monitors risk throughout the life cycle of the project.


Team Leadership


  • Provides leadership and direction to project team members, conveying policies and priorities, coordinating work, and ensuring issues are resolved or escalated to meet project deliverables and timelines.
  • Participates in the establishment of ad hoc project teams by gathering input from partners and collaborators, identifying needs and skills required, providing input on staffing recommendations and/or decisions.


Other


  • Performs other related duties as assigned.
  • Collaborates richly with leaders, managers and directors across the program and participates as a member of the Public Health leadership team.
  • Assists in development of change management and engagement strategies to further the development of a cohesive program culture.
  • Conducts ad hoc analyses and produces strategy documents to inform program direction.

Education & Experience


  • Bachelor’s Degree in Health Services Administration, Business Administration or relevant health care discipline.
  • Computer literacy with word-processing, spreadsheet, presentation, project management and database applications.
  • Current registration with relevant professional College/Association, if applicable.
  • Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
  • Five (5) to seven (7) year's recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.


Knowledge & Abilities


  • Effectively monitors budgets and executes project plans with stringent timelines.
  • Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
  • Utilizes effective facilitation, persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes.
  • Maintains a thorough understanding of available resources for projects and applicable stakeholder groups, provides feedback and detailed analysis on project processes and makes recommendations as required.
  • Maintains a broad knowledge of patient care delivery systems in primary, acute and community settings.
  • Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Physical ability to perform the duties of the position.
  • Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.


As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19.
