Job Description
Summary
Make technical decisions and recommendations recognized as fact based, reasonable, and authoritative with impact on designs, analysis, reports, etc. Demonstrates creativity, foresight, and mature judgment in anticipating and solving challenging intra- and inter- Discipline problems. Defines technical strategy, plans, objectives, requirements, work scope, nuclear regulations and industry standards, guides, etc. Assesses staff competencies. Provides mentorship and oversight, etc.


Essential Responsibilities
  • Perform design technical oversight, review, and verification of deliverables to ensure their adequacy in; accuracy, completeness, and compliance with requirements.
  • Complimentary, enabling, and critical focus is the GE Mark*VIe Distributed Control System (DCS) as well as the Mark* VIeS [IEC Std 61508 SIL-3 Safety Controller] designated scope. Scope includes all aspects of application engineering in the Mark* VIe product offering hardware and software plus data networking technology stack including; module selection, cabinet configuration and detailed design, control, monitoring, alarm management, human machine or systems interface (HMI/HSI) software programming as well as all related digital tools [e.g.; ToolBoxST, ControlST, CIMPLICITY, ActivePoint, Virtual Controller, Virtual Development Infrastructure (VDI), etc.
  • Establish productive working relationships with; Engineering, Product and Project Management, other support functions, and both internal and external suppliers.
  • Focus is Lead Systems Engineer (LSE) for IAEA Safety Guide and IEC Standards based Safety Class None (SCN) and SC3 or US NRC based Non- Safety-Related and Augmented Quality designated scope in the BWR turbine island (TI) and balance of plant (BOP) control and monitoring systems and components or equipment.
  • Prepare technical papers, awards, and patents.
  • Static documents of; reports, specifications, databases, tabular lists of; functions, algorithms, set points, equipment and instrument characteristics and configurations, electrical and heat loads, physical layout or placement in rooms, buildings, structures,
  • Lead systems design thru Conceptual, Preliminary, Detailed phases of Standard Plant Design followed by customer specific Engineer – Procure – Construct (EPC) projects.
  • Prepare high level design packages for internal turn-over as GEH is the systems integrator.
  • Lead technical assessment and optioneering studies, root cause analyses, design reviews, etc. of systems design and planned implementation or fulfillment approaches.
  • Develop control philosophy, algorithm, mathematical modeling, and simulation to achieve innovative and robust designs with appropriate functions, features, performance, and margin across plant modes of operation.
  • Participate in industry groups.
  • Static diagrams or drawings of; context, functional block, sequential flow, ladder logic, digital logic, inter-connection wiring, electrical schematic, data communication and networking,
  • Support LEAN, Design To Cost, Value Engineering, etc.
  • Perform implementation technical oversight of unit, module, system, and integration test plans, procedures, and reports including; factory acceptance (FAT), multi-system (MFAT), site acceptance (SAT), pre-operational (POT), and start-up (SUT) tests including inspection, test, or analysis and acceptance criteria (ITAAC) thru commercial operations date (COD).
  • Champion knowledge capture and transfer, Lessons Learned, Best Practices, Design Guides, use of digital tools, etc.
  • Collaborate with other Disciplines to define and achieve functional, performance, human factors, safety hazards, cyber security, reliability, availability, maintainability, and inspect’ability (RAMI) goals using failure mode and effects analysis (FMEA), probabilistic risk analysis (PRA), and similar techniques.
  • Dynamic physics based and logic simulation design and analysis models.
  • Provide staff technical mentoring, guidance, oversight, competency or qualification assessment with balanced, respectful mindset.
  • Support nuclear regulatory licensing document and request for information response preparation.
  • Deliver with integrity, safety and security, quality, then output at cost – Champion nuclear culture.
  • Prepare and maintain using data-centric digital tools with rigorous requirements, change control, and configuration management:


Basic Qualifications
  • 15 year experience in design engineering thru commissioning of control and monitoring systems which were implemented using top tier DCS on large steam or combined cycle heavy duty gas turbine based thermal power plants.
  • 5 year experience using digital tools preparing dynamic physics based process control algorithm development as well as logic analysis, modeling, and simulation.
  • Bachelor of Science in Engineering for Electrical, Mechanical, Nuclear, Computer Science or Technology, Software or Systems or Physics, Chemistry, Mathematics, or equivalent advanced technical degree.
  • 10 year experience preparing system design requirements, specifications, documentation, and related detailed design artifacts using digital tools such as; drawings, databases, tabular lists covering functions, algorithms, set points, equipment and instrument characteristics and configurations, electrical and heat loads, physical equipment layout.
  • IEEE Standards 828, 829, 830, 1008, 1012, 1028, 1042, and 1074.
  • 10 year experience with DCS systems integration from front end engineering design, application design, requisition engineering or fulfillment, test, and field engineering using a top tier DCS product offering [e.g.; GE Mark* VIe, Emerson Ovation, Schneider Tricon, Delta V, Siemens S7].
  • 10 year experience preparing diagrams using digital tools such as; context, functional block, sequential flow, ladder logic, digital logic, inter-connection wiring, electrical schematic, data communication and networking as well as physics based algorithm development plus simulation and modeling.
  • 10 year experience with excellent PC as well as productivity software [e.g.; Word, Excel, PowerPoint, Access, Project, Visio].
  • 10 year experience using industry standards applicable to DCS system design through requisition engineering or fulfillment and FAT to successful site installation test and COD:
  • IEC Standards 60xxx, 61xxx and 62xxx series, OR


Desired Qualifications

  • Experience with equipment qualification (EQ) [environmental, seismic, embedded digital] inspection, test, and analysis methodologies, plans, procedures, and reports to diverse nuclear industry regulations [e.g.; CSA, IAEA, NRC] and referenced standards [e.g.; ASME, CSA, IEC, IEEE].
  • Adaptive with continuous learning and improvement “mindset” with an ability to identify, influence, and implement better ways to do an activity or process.
  • Self-starter with energy and positive “Can-Do” attitude.
  • Strong verbal communication and facilitating skills for technical and business audiences.
  • Masters in Engineering for Electrical, Mechanical, Nuclear, Computer Science or Technology, Software or Systems or Physics, Chemistry, Mathematics, etc. or second advanced technical degree.
  • Professional Engineer – Control Systems by National Council of Examiners for Engineering and Surveying (NCEES).
  • Exceptional technical writing skills.
  • PMI/PMP or MBA.
  • Proven track record of producing quality deliverables for large and complex designs on specification, budget, and schedule in a fast passed environment.
  • Working knowledge, skill, and experience using Agile or LEAN, define, measure, analyze, improve, control (DMAIC), design for six sigma (DFSS), design for reliability (DFR), and failure modes and effects analysis (FMEA).
  • Team player with cross- discipline and matrixed functional skills and experience.

  • Senior Reactor Operator (SRO).
  • Experience in application, deployment and support engineering of complex, high reliability, harsh environment, real time operating digital systems involving single point failure criterion, dual-triple-quad redundancy, signal acquisition, data processing, inter-networking, separation, human factors, safety hazards, reliability, simulation, cyber security requirements.
  • Design and analysis simulation [e.g.; Easy5/MSC, Simulink-MATLAB/MathWorks, Mathcad/PTC, 3KeyMaster/WSC],
  • Able to handle multiple concurrent assignments and priorities.
  • Experience in nuclear regulatory affairs as well as design certification and licensing processes in accordance with either international [e.g.; Canadian, UK, Finland, Sweden, IAEA] or US NRC laws, rules, general design criteria (GDC), regulatory guidance (RG), staff requirement memorandum (SRM), interim staff guidance (ISG), branch technical positions (BTP), information notices (IN).
  • Experience in nuclear analog and digital instrumentation, control and monitoring with detailed knowledge in systems, hardware, software, theory of operation, mulation, s, detailed design, with be rfacing systems such as; control rod drive (CRD), rod block monitor (RBM), rod worth min instrument set point and calibration methodologies, testing and field services or plant start-ups.
