Job Description

Location: Headquartered in Ottawa, this position is eligible for a remote-work arrangement

within Canada.


The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a Business Systems Analyst for a one-year term at its National Office.

The Position:

Under the direction of the Manager, IT Architecture, the Business Systems Analyst identifies and addresses opportunities for efficiency within the Institute.


The position is responsible for gathering and analysing business requirements and coordinating between stakeholders and software developers. The Business Systems Analyst assists the Institute to determine which requirements can and should be automated and how they are then integrated with other business and technical processes.


Major responsibilities include:


  • Develop and maintain clear, concise and detailed documentation detailing stakeholder needs, including both functional (business needs) and non-functional (reporting, interfaces, constraints) specifications.
  • Act as a subject matter expert in assigned system(s)/platform(s) (e.g. ServiceNow) usage, data structure, and configuration
  • Help develop testing strategies and apply testing plans, and support the stakeholder during solution roll-out.
  • Collaborate with internal stakeholders and business functional areas to analyse business, technical and functional requirements and assess inefficiencies in order to assist with the translation of business requirements into technical solutions.
  • Act as a conduit between stakeholders and technologists by communicating business objectives and technical solutions clearly and concisely.
  • Collaborate with technical leads on proposed solutions and platforms to ensure compliance with technical direction; with project managers to plan and scope new projects; with developers to test and verify that solutions will meet business requirements.
  • Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.
  • Work in agile/scrum environment.
  • Leverage Machine Learning/Artificial Intelligence features of existing Institute systems to formulate and recommend process improvements to manager.
  • Analyse, assess and propose new and/or work with IT team to optimize existing processes or integrate new technology solutions.
  • Defines and maintains key performance indicators (KPIs) and key risks indicators for each project.


Qualifications:


The successful candidate possesses:


  • Three (3) year college program in Information Technology, Computer Science or equivalent.
  • Agile Certification is an asset.
  • Business Analysis Certification is an asset.
  • Three (3) to five (5) years’ related experience, or an equivalent combination of education and experience.


Required Knowledge and Experience:


  • Experience in JavaScript and CSS development an asset
  • Demonstrated capacity to communicate and work with stakeholders representing a wide range of interests and technical experience
  • Experience working within Agile development frameworks, particularly Jira
  • Clear understanding of the business and technical aspects of server-less cloud computing (particularly AWS)
  • Knowledge of methodologies to ensure the integrity and confidentiality of information
  • Ability to gather product requirements, identify obstacles, problem solve and assess potential solutions
  • “ServiceNow” expertise, including advanced configuration and development
  • Ability to create technical documentation and presentations.
  • Knowledge of information architecture and data structures
  • Ability to communicate effectively verbally and in writing.
  • Knowledge of business analysis, planning, and implementation of technical solutions
  • Ability to provide detailed instructions to all stakeholders and document technical solutions and define objectives and outcomes in technical and non-technical terms
  • Ability to deal with competing priorities


Language requirements:


  • Proficiency in both official languages is considered an asset


Compensation:


  • 12-month term (35 hours per week)
  • Group Benefits (Health, Dental)
  • Salary range: $77,691 to $97,115 (G5) *April 1, 2022 Salary Rate
  • Vacation (4 weeks/year) and other generous paid leave
