Job Description
The role of the Associate Director, Market Access and Public Affairs is to develop strategies and implement tactics to achieve and maintain reimbursement for Novocure’s oncology products in Canada. This position will need to work collaboratively with cross-functional teams (local, regional and global) and will also need to build a strong working relationship with the Country General Manager and the Country Medical Director.


This is a full time, exempt role reporting to the Senior Director, Global Market Access Strategy out of our Montreal Canada office. This is a Hybrid or remote position depending on the candidate. The ideal candidate will be located in the greater Metro areas of Montreal or Toronto.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


Market Access Strategy:


  • Work closely with on related topics such as HTA, health economics, economic evidence generation, strategic pricing, KOL/payer engagement, launch sequencing (different indications) and market access publications for Canada
  • Demonstrated ability in implementing a multi-indication strategy, preferably in oncology.
  • Support the development and implementation of the market access strategy for Novocure oncology products (including pricing and reimbursement), in line with global/regional and local requirements.
  • Develop educational efforts and advocacy campaigns, in partnership with colleagues, needed to effect changes in coverage and reimbursement
  • Working cross-functionally with local, regional and global leadership collaboratively work on the development and execution of the provincial and private health insurance, payer value strategy and public affairs/health policy
  • Close collaboration with all local cross-functional local team members, but especially with the Country General Manager, the Country Medical Director, as well as with regional and global market access to develop and implement the local health economics strategy aligned with the global plan to provide perspective on effectiveness, costs and broader impact for new and existing products enabling decisions to be made by payers around resource allocation
  • Participate in the development and implementation of a cross-functional strategy to promote the value proposition of Novocure Canada’s current and future products.
  • Develop the strategy & tactics necessary to ensure that governments and private health insurance companies provide and maintain coverage and adequate pricing for Novocure’s oncology products


Reimbursement Filings and Pricing Negotiation:


  • Collaborate with global value team and support the development of HTA & reimbursement dossiers including health economics models (cost-effectiveness, budget impact, etc.)
  • Participate in the development of pricing proposals consistent with the global/regional pricing strategy
  • Serve as key member on pricing and reimbursement negotiations with the province and private health insurance and assessors (HTA agencies, CADTH, INESSS) and collaborate with local and regional/global leadership.
  • Identify opportunities to generate data or build on existing medical and epidemiological data to support negotiations with stakeholders in the reimbursement and pricing process;
  • Define and execute primary and secondary market access & health policy research and assessments to generate payer & policy maker insights and incorporate an in-depth understanding of various stakeholder needs


Public Affairs:


  • Monitor the national political environment, carrying out analysis of relevant national legislation in the sector and ensure its dissemination to the company in a timely manner and with a clear link to impact it may have on Novocure products.
  • Establish and maintain excellent relationships with external stakeholders (payers, policy makers, politicians, HTA agencies, Ministry of Health & other governmental bodies, KOL’s, patient organizations, medical associations, medical technology trade organizations, etc.)
  • Maintain and share in a timely manner general knowledge of health care policy activity locally and on a national level, interpret for business impact and participate in cross-functional projects internally or externally to influence and enhance position within changing environment


Other Responsibilities:


  • Collaborate closely with cross-functional teams in Canada, Regional and Global teams (Commercial, Global/Regional Value, Market Access, Medical, Regulatory or Public & Governmental Affairs) to ensure alignment on market access strategies.
  • Collaborate effectively with in-field teams to develop local actions supporting access or addressing key questions in a timely manner.
  • Participate in the development and implementation of stakeholder group advocacy as a tactic to drive pricing and reimbursement success


QUALIFICATIONS/KNOWLEDGE:


  • University degree in business administration, health economics, health sciences or related degrees
  • Solid understanding of Patient Support Programs and experience supporting such programs with the reimbursement navigation process.
  • Comfortable in a small-company, high-paced environment and working with consultants as an extension of the internal team
  • Bilingual French and English – strongly preferred
  • Oncology experience preferred (rare disease will also be considered).
  • Problem-solving and negotiation skills at a senior level
  • Ability to quickly and objectively analyze and resolve trade-offs between projects
  • Experience working with clinicians, payers and HTA agencies on evidence based customer solutions.
  • Strong strategic thinking and analytical skills, being able to synthesize complex issues and large amounts of quantitative and qualitative information into logical recommendation and strategies
  • Excellent knowledge of health policy/public affairs and reimbursement environment, and payer/HTA decision making pathways in Canada, including in-depth knowledge of payer/HTA evidence and value requirements
  • Strong executive presence demonstrated by the ability to develop presentations and to deliver professional presentations to internal stakeholders (local, regional, global) and to diverse audience of external stakeholders.
  • Knowledge of applicable regulations (federal, provincial)
  • Strong facilitation skills
  • Minimum of seven years of experience and working knowledge of medical device/pharmaceutical reimbursement and pricing issues, policies and trends
  • Demonstrated record of accomplishment in developing & implementing innovative/breakthrough pricing & reimbursement strategies.
  • Strong oral and written communication skills
  • Demonstrated excellence with business plan development, business management, reimbursement submission development, communications planning and execution, negotiation, policy shaping and analysis.
