Position Background


The Pembina Institute is providing clean energy policy and regulatory guidance to the remote community space to support the acceleration of diesel reduction and the transition of remote communities to clean energy. This will be done by supporting the development and advocacy of good climate and energy policies as well as necessary regulatory improvements. This requires engagement with diverse stakeholders, including Indigenous communities, Indigenous governments, provincial, territorial and federal governments, private and crown utilities, and non-governmental organizations (NGOs).


Position Overview


The Pembina Institute is seeking a highly motivated and passionate analyst to join our Renewables in Remote Communities program. In this position, the candidate will conduct research and analysis, consult with stakeholders, develop policy options, and provide strategic advice on a range of climate and energy policy issues to support Indigenous leadership in the clean energy transition in remote communities across Canada. The primary goal of this position is to advance our ongoing work on diesel reduction and support the broad advancement of Indigenous leadership in the clean energy transition occurring in remote communities across Canada.


Roles And Responsibilities


  • Support the organization and implementation of strategic engagement initiatives and events such as thought leader forums, workshops and roundtables
  • Represent Pembina Institute in government and stakeholder consultations and workshops
  • Work with team to execute policy campaigns and communicate the Pembina Institute’s policy positions and research findings
  • Assist senior leadership with pursuing research funding opportunities for the Renewables in Remote Communities program
  • Effectively present to senior leaders
  • Conduct qualitative and quantitative research and analysis, develop policy options and provide evidence-based strategic policy recommendations to policy-makers and decision-makers
  • Lead projects from inception to conclusion (project management experience and responsibility varies depending on level of candidate)
  • Support and work with remote communities to understand their needs and provide advice, research and guidance in the areas of climate and energy policy, regulations and general direction around reducing diesel reliance


Essential Skills And Qualifications


Candidates must clearly reflect (with examples) the following skills and experience in their application:


  • Awareness of the social and political opportunities and challenges for Indigenous People in Canada
  • Understanding and respect for Indigenous culture and history; broad understanding of the evolving landscape around Indigenous rights as they relate to the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Canada’s Truth and Reconciliation (TRC) Calls to Actions, and federal, provincial and territorial legislative changes around Indigenous laws and rights, especially as they relate to remote communities and fossil fuel dependence
  • Strong language skills (oral and written) with an ability to convey complex ideas using plain language
  • A strategic thinker and project manager who can help identify different approaches to achieve both short- and long-term program objectives
  • A team player with strong interpersonal skills
  • Passionate to advance climate action, sustainability, Indigenous sovereignty and energy justice
  • At least three years of work experience in community, industry, non-governmental or government sectors working on environmental issues, climate and energy or the clean energy transition
  • Appreciation for the energy transition and/or equity in Canada and the range of solutions to reduce diesel consumption in remote communities
  • Minimum of an undergraduate degree in engineering, public policy, business, economics, environmental science/technology or equity field


Other Valuable Qualifications


  • Experience in private sector capital, environmental/social/governance (ESG) markets
  • Experience with energy and/or environmental policy advocacy and regulatory reform
  • Experience in facilitation and/or chairing workshops, webinars, and large stakeholder engagement events


Compensation And Benefits


Salary is commensurate with experience. The hiring salary range for an analyst position is $56,650 to $61,800 annually, with a salary maximum of $66,950, increasing with acquired skills and experience in the role.
