Reporting to the Program Manager, Seniors Strategy, is primarily responsible for providing policy support and strategic advice to the Branch; ensuring compliance with legislation, regulations and Regional policies and practices, including planning initiatives; drafting and editing Committee and Council reports; providing strategic advice on and developing cross-functional linkages to ensure that Branch policies and programs align with corporate, provincial and federal goals; leading project teams; interpreting and communicating the Long Term Care Homes Act, and other relevant legislation, regulations and policies to Branch staff.
MAJOR RESPONSIBILITIES
• Coordinates and facilitates the activities required to develop, create and implement policy and procedure that meets legal requirements of the sector.
• Provides policy and strategic political advice to the Branch.
• Oversees the development of complex policies and makes recommendations for approval; develops, monitors and maintains an effective interdepartmental and interdivisional framework.
• Researches, analyzes and evaluates health, social, economic, political environments and policies in a local, national and international context, evaluating applicability to local conditions and identifying best practices for inclusion in Regional program proposals.
• Gathers and analyzes information on health and human/social services related issues, including demographic and socio-economic data that may have implications for the Department; prepares and delivers presentations, impact and options analysis and statistical reports; monitors and reviews data to identify trends and develop community and Department strategies.
• Assists with writing, editing and evaluating educational and promotional materials for the public, for major events, and for the Department's website.
• Prepares reports, briefing notes, background materials, and presentations on a wide range of health and social policy and community development and strategic policy issues, for senior management, Committee and Council.
• Maintains critical awareness of evolving health, community and social issues by participating in social and health planning and policy development activities as they relate to Branch and Regional policies.
• Performs other duties as assigned, in accordance with Branch and Departmental objectives.
QUALIFICATIONS
• Successful completion of a University Degree in Public Administration, Health, Planning or Social Sciences or related field or approved equivalent combination of education and experience.
• Minimum five (5) years’ experience in a municipal or provincial public policy development sector with responsibilities in leading complex project initiatives and program/policy development.
• Satisfactory Police Vulnerable Sector Checks (PVSC).
• In-depth knowledge of sector organizations and best practices for the Long Term Care and Community Service sectors.
• In-depth knowledge of the Long Term Care Homes Act, 2007, and other relevant legislation and the provincial health care system.
• Knowledge of the Department’s program delivery operations, programs and services, the community served and client social issues.
• Knowledge of provincial legislative, regulatory and policy framework and ability to interpret and translate into policy and policy options for the Department.
• Demonstrated knowledge of contemporary social research and evaluation methods, including experience interpreting and reporting statistical, demographic and socio-economic data, and writing detailed reports and proposals.
• Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
