The Alternative Compensation Delivery Unit (ACDU) has the lead within Alberta Health (AH) for system-level strategic and policy direction related to alternative physician compensation. This unit develops and implements a broad spectrum of strategies, policies, and programs required to support overarching directions and to promote more efficient use of the health workforce, including our efforts to provide better care to rural and under-serviced Albertans, and to facilitate communication among health care providers.


Role


Alternative Relationship Program’s (ARPs) are compensation models for physicians interested in alternatives to traditional fee for-service funding. ARPs provide for innovation in service delivery that may enhance physician recruitment and retention, a team-based approach to health care, improved patient access and satisfaction, and value for money.


Reporting to the Manager, the Program Analyst is responsible for the following:


  • Development and implementation of policy related to alternative funding mechanisms and service delivery models.
  • Business intelligence activities, including analysis of service event reporting, and patterns and trends in physician compensation.
  • Engagement with stakeholders (e.g. Alberta Health Services (AHS), Alberta Medical Association (AMA), physicians) to ensure policy, process, and procedures are tracked, documented and reported in accordance with AH policies. (This would geared towards general stakeholder engagement and isn’t a duplication of bullet below specific to ARPs)
  • Research, development, implementation, ongoing coordination, evaluation and monitoring of academic and clinical ARPs, including the ongoing maintenance of ARPs.
  • Comprehensive correspondence, including briefing notes, emails, memos and letters, within the Unit and in response to Ministerial correspondence.


The Program Analyst Also Supports The Following


  • Issues management within the Unit.
  • Financial management responsibilities, including payment and reconciliation processes.
  • Ensuring that ARPs meet required goals, and that ARPs are responsive to government and stakeholder needs.
  • Provincial level strategic and policy direction for alternative physician compensation models, including the corresponding development of comprehensive accountability frameworks for new ARP models.


Qualifications


Education and Experience


A University Degree in Public Policy, Political Science, Actuarial Science, Health Care or Health Care Administration, Commerce, Economics or a related discipline supplemented by a minimum of four (4) years of progressively responsible related experience in public administration, health care sector delivery, policy management and negotiation are required.


Required Experience Includes


  • Stakeholder management
  • General knowledge of Alberta Health and federal legislation, Health Information Act (HIA) and FOIP (Freedom of Information and Protection of Privacy)
  • Policy research and development
  • Qualitative and quantitative research and analysis techniques


Preference Will Be Given To Individuals With


  • Experience with SAS, CLASS, and/or suitable and comparable statistics and business intelligence software
  • Experience in health systems


Assets


  • Excellent communication skills (verbal and written)
  • Clinical experience or detailed knowledge

$2,716.64 - $3,550.90 bi-weekly ($70,094 - $92,2768/year)


A salary review is in progress and may result in this salary being increased on September 1, 2023.


$2,757.39 - $3,604.17 bi-weekly ($71,967 - $94,068/year)

Position Location:


ATB Place, North Tower, Edmonton. This position requires working from the office with an option to qualify for a hybrid work arrangement (in accordance with GOA policy).
