POSITION:SYSTEMS ENGINEER I
TYPE:Permanent, full time
REPORTING TO:IT Manager
HOURS OF WORK:35 hours per week, as assigned
SALARY:As per salary grid (based on experience and qualifications)
Systems Engineer I is an internal, non-public facing introductory engineering position that provides support to the Information Technology (IT) Manager with general IT operations, procurement, strategic IT planning and IT service delivery across the organization.This individual will be responsible for monitoring of overall IT network infrastructure health using various industry standard techniques and tools, maintenance and regular testing of backup and disaster recovery plans and also serve as first tier user helpdesk contact, working directly with all organization staff to resolve IT problems with the part time engineering technician, IT Manager and external IT consultants as a team.The Systems Engineer I will also be responsible for build and maintenance of a testing/development network closely resembling and running in parallel with production systems for research and testing of software upgrades, infrastructure upgrades and new emergent IT technologies to continuously improve business process efficiency, enabling all departments to provide excellent service to the public through municipal council’s established term plan.
ROLES AND RESPONSIBILITIES
- Executing production tasks according to a documented schedule that meets or exceeds customer expectations
- Perform other related duties as assigned.
- Assist in the writing of RFPs, RFIs, and RFQs.
- Analyzes complex business needs presented by the user community and/or clients and recommends technical solutions to the IT Manager
- Procurement of IT hardware, software, accessories and service contracts, with the IT Manager as signing authority
- Ensures software, hardware and network installs, re-installs, upgrades, moves, changes and relocations are made as assigned
- Provide training to end users on both hardware and applicable software.
- Supports and ensures operating viability of LAN (Local Area Network) and WAN (Wide Area Network) for all hours of operation via routine monitoring of network health
- Documents new and existing systems with applicable tools to ensure expedient future troubleshooting, upgrade or replacement
- Stay informed on new or emerging trends and technologies that provide clear benefits to the organization, business partners, and/or customers.
- Plan end-user training as required.
- Create status reports as required; present findings to the IT Manager
- Research, design, and implement the appropriate technologies to support and improve corporate communications, access to information, and end-user productivity.
- Participates on all hardware and software evaluations
- Perform new installations and updates for all IT equipment, including network, servers, desktops, laptops, printers, desk phones, cellphones
- Assist in developing budgets for technology and IT services.
- Completes required skill improvement and education programs assigned by management and external regulatory bodies
- Documents all business requirements prior to the technical solution
- Follows up on faulty hardware and software purchases by pursuing warranty advantage through distributors and manufacturers.
- Liaise with vendors and service provider representatives for product procurement, warranty service and service troubleshooting
- Ensures the consistency and maintainability of existing applications by testing on development/test networks and records results
- Perform liaison duties between users, and the IT department as required
- Assist with capacity and capital planning for network communication, storage requirements, end user computing requirements and individual departmental requests
- Provide support for all hardware and software problems reported, documenting problems and solutions as required within established IT service management systems
- Monitors and maintains the organization’s helpdesk system.
- Assist on projects or special initiatives as assigned.
- Identify opportunities and recommend solutions that will enhance or improve current business processes to the IT department
- Represents the IT function at customer review meeting when appropriate or in place of the IT Manager
REQUIREMENTS:
- Proof of Cisco CCNA certification at time of application
- PEO licensure (P.Eng) or proof of active enrollment in Professional Engineers of Ontario Engineer in Training program
- Must be a strong communicator with knowledge in the development, production and maintenance of communication tools for both internal and external stakeholders
- Minimum Bachelor’s degree in computer engineering, or an acceptable engineering education with elective specialty in computer networks from an accredited Canadian engineering university.
- Advanced knowledge of Microsoft Office products – Outlook, Word, Excel, Powerpoint
- This role requires strong judgment, tact, creativity and problem-solving skills
- Ability to engage professionally with diverse groups, including members of Council, Directors, and managers
- Advanced knowledge of drawing, diagramming, drafting and charting tools – Microsoft Visio, Lucidchart, Autocad, Librecad
- Working knowledge of computer networks, operating systems, and server/workstation architectures, including switched and routed TCP/IP computer networks, Microsoft Windows Active Directory, 2.4 and 5G wireless networks, cellular communications, Apple iPhone and iPad mobile platforms, Voice over IP Telephony, Linux
- 1-2 years of undergraduate work experience in an IT capacity
- Valid Class G Driver’s License and personal vehicle
- Must be a proven team player with strong collaboration skills
- Recent Criminal Record Check
ASSETS:
- Working knowledge of network security infrastructure including VPN, firewalls, encryption, and multifactor authentication
- Working knowledge of programming concepts, software development cycles, and associated tools and platforms, including Cisco iOS, Windows Powershell, PHP and Microsoft C++/C#, Visual Basic, Linux shell scripting
- Ability to multi-task in a fast-paced environment, effectively prioritize activities and manage stress with a high degree of maturity and professionalism are critical
- Working knowledge of cloud services platforms – Microsoft Azure, Amazon AWS, Google Cloud
- Working knowledge of Microsoft SQL databases
- Ability to explain technical concepts and theories to non-technical audiences.
- Bilingualism would be an asset (English and French).
- Working knowledge of IT Service Management Platforms – ITIL, Microsoft Operations Framework (MOF)
- Basic knowledge of Web design/application frameworks, including WordPress
- Working knowledge of infrastructure Virtualization technologies – VMWare ESXi and NSX, Microsoft Hyper-V, SDWAN
- Working knowledge of Electrical Systems, Process Control systems and SCADA – 120V power distribution, UPS Battery Backup, auxiliary power generation, Allen-Bradley PLC, GE iFix Scada
- Working knowledge of data storage platforms – USB External, Network Attached Storage (NAS), Storage Attached Networks (SAN), Google Drive, Microsoft Onedrive, Dropbox
WORK CONDITIONS
- Lifting or moving up to 25lbs may be required
- Travel may be required
- Overtime as required
- Ability to attend and conduct presentations
- Manual dexterity required to use desktop computers and peripherals
