ABOUT THE OPPORTUNITY:
· Provide direction and supervision to Investment Strategists as they continue to assess gaps and identify investment opportunities
· Work collaboratively with Director, Business Intelligence and Transaction Analytics to review and direct work of team
· As required, work directly with members of the Invest Ontario senior executive team to seek feedback.
· Determine which sub-sectors and elements of a sector’s value chain Invest Ontario should prioritize.
· Direct the development of assessment criteria and methodologies for enabling investments (new anchors and those that support existing assets, regional diversification, and Ontario’s supply chain resiliency) by the team.
· Direct the performance of investment valuation modelling and analysis to determine suitability of investments against Invest Ontario and broader provincial objectives.
· Manage third party due diligence providers including quality and timeliness of deliverables and coordination with other key stakeholders.
· Assess gaps and what it will take to secure each of those targeted investments (e.g., which companies could Ontario target and what kind of business supports could Ontario leverage). A more detailed description of the job responsibilities can be found below.
Location: 250 Yonge Street, Toronto ON (hybrid – average 3 days per week in office)
JOB RESPONSIBILITIES:
Strategic Investment Planning, Prioritization and Strategies
Work with Director to identify priorities and develop strategies and targets to improve sector competitiveness, and economic growth outcomes for Ontario, by:
· Supervising team in identifying and tracking current and future industry needs, and value chain gaps; leading research on all aspects of targeted sectors and sub-sectors including provincial economic impact, global trends, supply chain dynamics, integration with other sectors and jurisdictions, and growth potential within the province.
· Developing and recommending sector-based investment attraction strategies based upon Ontario’s relative competitive positioning, (including development of new programs
and services), to target and secure new high impact investments for Ontario.
· Assessing businesses and companies in terms of mandate, value chains and cost structures
to support targeted lead generation. Leads the identification of both domestic based and multinational companies located in Ontario within defined sectors, their potential for growth or increased stability, and their possible impediments to growth.
· Overseeing staff and providing strategic advice to team who are developing analytics-based
recommendations to senior management and the Board on proposed new/revised strategic business planning and priority setting.
· Lead the evaluation and procurement of third-party service providers/advisors and data analytics platforms to support the team.
Program Development and Project Management
Measures and analyzes agency results against the Invest Ontario’s mandate, and government long-term economic development and competitiveness agenda:
· Leads the development and assessment of performance frameworks, master logic models, strategy, and benchmarks to measure and evaluate agency outcomes and effectiveness
· Develops and establishes key performance indicators (KPI) to capture effectiveness and capacity.
· Leads econometric modeling and reporting to provide a strategic overview for agency delivery. Identifies target areas to address identified gaps, shortfalls, and weaknesses, recommends
solutions
· Reviews and provides guidance to team conducting agency reviews of priority sectors, services
and supports. Identifies the need for expanded services, incentives, resources, tools, destination
marketing, trade promotion, and new sectors.
Stakeholder Relationships
Leads industry and academic consultations to support priority identification and strategy development:
· Develops relationships with senior business executives to gather current intelligence from a global and Ontario-specific context, navigating complex relationships where required.
· Develops and maintains relationships with government stakeholders (Provincial, Municipal, Regional and Federal) necessary to gather intelligence, negotiate program guidelines, and understand policy direction necessary to perform the requirements of the role.
· Leads the development of briefings, stakeholder presentations and Board submissions.
· Develops and establishes strategic partnerships with industry sector associations to develop open
discussions on data sourcing and collection strategy.
· Provides advice on performance measurement strategies and measures for economic growth.
WHAT IT TAKES TO BE SUCCESSFUL
Education and Experience
· Master’s degree in Business, Finance, Business Administration, Economics, Statistics, Business Analytics/Business Intelligence, or related field.
· Minimum 7 years’ experience in investment related strategy and program
Knowledge and Skills
· Proven ability to develop and implement a comprehensive business development strategy from concept to closure.
· Brings an established network and credibility as a sector or industry leader with deep knowledge of emerging trends, business models, investment mandates, and priorities in Technology.
· Deep knowledge and understanding of the capital markets, as well as a thorough understanding of key metrics and decision-making factors for companies in the industry.
· Understands the ecosystem and market both in Ontario, and internationally and stays apprised of current developments and future trends.
· Understanding of the site selection process and different site score models
· A strong understanding of macroeconomics, markets trends, competitor activities, industry dynamics, logistics and customer trends in the sector.
· Ability to organize and track overlapping tasks, with frequent priority changes and aggressive timelines.
· Ability to process and assess large amounts of information.
· Has a solution-oriented mindset.
· Strong negotiation skills.
· Excellent communication and interpersonal skills.
· Entrepreneurial with a client-minded focus.
· Technical proficiency with MS Office (Word, Excel, PowerPoint, and Outlook) and work-specific software.

We offer a hybrid work model, with three days per week in the office, and a salary range of $91,339 - $128,741 for this level 8, unionized position represented by the Association of Management, Administrative, and Professional Crown Employees of Ontario (AMAPCEO).
