Senior Health Informatics Solution Lead

On behalf of our client, Procom is currently seeking a Senior Health Informatics Solution Lead for a one (1) year engagement based in Burnaby, British Columbia. This client is pleased to offer a hybrid work model.

Senior Health Informatics Solution Lead Job Details

• Maintain and advance the Technology Solutions group’s Real-time Digital Hospital vision for capital projects and keep it current. Maintain and keep current the IM Master Plan and Capability Catalogue and the library of other reference materials.
• Work with Executive sponsors and clinical leadership to determine the information systems vision and priorities for the new facility.
• Create and own an IM Delivery Plan that shows all the system capabilities that need to be prepared and enabled for a smooth transition and move-in (the complete “book of work”). The IM Delivery Plan clearly identifies what system capabilities are to be implemented to take the facility from its current state to the future state, and contains roadmaps to show how these capabilities are to be prepared in time for the move-in.
• Oversee and manage the IM scope change management process and in particular investigate further investment opportunities as they arise. Assess changes within the delivery projects to ensure that they address the clinical service needs and deliver the intended value.
• Work with the Technology Solutions Team’s project expediters to communicate, liaise and collaborate with internal departments.
• Lead the assessment of each of the information system capabilities in the IM Master Plan against the existing extensive Fraser Health information systems landscape and lines of service, to determine the fit and applicability of these systems and where new solutions or advances in existing systems are required.
• Track each initiative in the IM portfolio and periodically analyze if a project is performing below expectations (cost overruns, benefit erosion, etc.), or it is no longer aligned to clinical and operational objectives. Communicate to the Core Team and clinical leadership the need to update the IM portfolio of projects so they can choose to cease that project and redirect its resources elsewhere.
• Maintain a perspective of the value proposition of the components of the IM Master Plan, and the clinical and operational benefits of proposed solutions, to ensure that value is derived from the significant technology investment that is made with every capital project.
• Ensure that the solutions proposed address the clinical and operational needs of the Capital project, are affordable within the funding parameters of the project, and are consistent with corporate Enterprise Architecture.
• Liaise and communicate with the facility design teams. Provide IM solution considerations and input to facility design processes such as Design Documentation and Construction Drawings as required.
• Work with Technology department leadership, to prepare cost projections of the IM Master Plan (capital costs, one-time operating project costs and on-going operating costs), as and when required.
• Identify opportunities for early implementation. Minimizing the impact of system and technology changes at the time of move-in are paramount. As part of the IM Delivery Plan, the HISL will identify early implementation opportunities with recommendations on how to best introduce these capabilities to clinical and operational users, prior to the move-in.
• Own the IM Master Plan that maps out the future state information systems model, ensuring that it responds to and addresses the vision, needs and priorities of the new facility and the clinical and operational challenges it will face. Note: The IM Master Plan for each new project is at a different stage of maturity.

Senior Health Informatics Solution Lead Mandatory Skills

• Three (3) years as a solution lead.
• A “roll up their sleeves” attitude to build client relationships, delve into details, and ensure all the systems & technology work is understood, accounted for, planned, and progressing by others in a manner to achieve the intended purposes of the clinical clients.
• Exceptional English language oral and written communication, facilitation and presentation skills including proven ability to work and communicate with senior healthcare executives such as explaining situations and assisting in rendering decisions.
• Hospital systems & technology experience interacting directly with medical and clinical stakeholders in a clinical informatics, senior business analyst and / or application delivery capacity.
• Solution-based aptitude that finds creative means to engage, document and communicate whole system solutions to clinical clients (not a fixation on the use of specific tools or methodologies)
• Two (2) years of healthcare or clinical information systems experience.

Senior Health Informatics Solution Lead Nice-To-Have Skills

• Seven (7) year healthcare industry experience in the delivery and adoption of enabling technology solutions.
• Experience working within formal construction project agreements used in British Columbia.
• Understanding and ability to describe technology industry trends to clinical people.
• Experience within the Fraser Health Authority environment
• Able to efficiently prioritize and structure clear and unclear workloads.
• Five (5) year experience working in a project or program management in an information systems delivery environment.

Senior Health Informatics Solution Lead Assignment Length

One (1) year contract with the potential for three (3) extensions of twelve months each.
