General Accountability

Reporting to the Executive Director (ED) – Innovation & Sustainability, this strategic leadership position will support the ED and CEO in realization of the TTC Corporate Plan and, specifically, its strategic Innovation and Sustainability Plan (ISP) and objectives. The incumbent will assist the ED in facilitating the development and implementation of the ISP strategy and related corporate policies. The Senior Advisor will oversee cross-functional projects and programs for modernization and continuous improvement of the TTC’s ISP in such areas as priority setting of strategic initiatives, program/project integration, organizational effectiveness and efficiency, achievement of value-for-money, and reduction of error. The Senior Advisor will take a strategic and integrated approach to the tracking of and delivery of corporate initiatives and deliverables.


The incumbent is also accountable for the exploration, development and delivery of special projects as requested by the ED and CEO. This may include business improvement initiatives such as control of system change, improvement of administrative decision-making systems and processes, etc.

Key Job Functions

  • Leads the integration and monitoring of CEO priorities and ISP initiatives across the organization.
  • Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service provider and an employer.
  • Identify organizational gaps, strategize and consult to identify appropriate improvement initiatives.
  • Provide strategic advice and innovative solutions to the ED on highly sensitive, complex, and controversial matters on the allocation of resources and strategies for meeting corporate objectives.
  • Attracts, recruits, and retains resources with the necessary skills and attributes to contribute to the ongoing success of the TTC Corporate Plan.
  • Engage all stakeholders to ensure the successful delivery of the Innovation and Sustainability Plan (ISP) and objectives (i.e. managing risk, delivering value for money, organizational effectiveness, etc.).
  • Explore, develop and facilitate implementation of special projects as directed by the CEO and Executive Director.
  • Writes reports and develops presentations for the ED and CEO to present ISP strategy and progress to TTC Board and City Council.
  • Ensures individual and team targets and performance reports are in place; recognizes and acknowledges individual and team performance.
  • Propose and implement improvements to the ISP governance framework and its principles, structure and arrangements.

Education and Experience

  • Project management designation such as PMI or PMP certification is considered as an asset.
  • Completion of a college diploma or university degree in a related discipline such as Business/Public Administration, combined with extensive related work experience, OR a combination of education, training and experience deemed to be equivalent.


Additional Requirements

  • Familiarity with computers and computer based techniques and applications related to the work.
  • Highly advanced leadership and facilitation skills; excellent analytical, problem solving, negotiation and conflict resolution skills.
  • Extensive experience motivating, directing and influencing teams across multiple operational and business areas.
  • Extensive knowledge of and experience applying best practices, procedures and principles of project management methodology and governance.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Thorough knowledge of business development as well as highly advanced strategic planning skills combined with comprehensive knowledge of project management principles and practices to manage project scope, costs , schedule, risk and quality.
  • Demonstrated ability to prepare and monitor budgets and conduct cost/benefit analysis.
  • Experience working in a leadership position within a unionized environment is considered as an asset.
  • Comprehensive project management experience and a demonstrated ability to work with senior management and the Executive on complex projects.
  • Comprehensive knowledge of business administration, fiscal and human resources policies and legislation/regulations regarding safety, human rights, employment, etc.
  • Sound judgement; highly advanced planning, organizational, interpersonal, presentation, oral and written communication skills.
  • Experience establishing, building and maintaining collaborative relationships with various stakeholders for the purpose of meeting the corporate objectives.
  • Must have or rapidly acquire a thorough knowledge of TTC organizational structure, functions, operations, policies and procedures applicable to the work performed.
