Competition Details Position Information Position Number S00639 Position Title Payroll Analyst Division/Portfolio Financial Services Department/Program Finance Department Location Kelowna Other Flexible Work Options Your Opportunity Under the limited direction of the Manager, Financial Services, the Payroll Analyst is responsible for providing exceptional customer service to the College community and external stakeholders with respect to analyzing and maintaining the College’s payroll. This includes, but is not limited to, processing staffing and related documents; auditing worksheets and timesheets; analyzing and reconciling pay and deduction information; analyzing and processing statutory holiday pay and increments; analyzing and reconciling payroll accounts and various general ledger accounts or funds; initiating investigations into pay discrepancies; applying adjustments to employee accounts; following up with internal community on policy violations and approvals; ensuring compliance with various internal and external regulations and policies; processing electronic payroll process; and maintaining records. Performs other related duties as required. Functions and Duties 1. Compiles, analyzes, evaluates and interprets data and information; identifies trends and anomalies, takes corrective action or makes recommendations for changes and improvements. These responsibilities include but are not limited to:
  • Provides back-up to other Analysts.
  • Participates on assigned committeees or projects to provide departmental input and support.
  • Reviews staffing forms and worksheets for completeness, authorization, and conformance;
  • Maintains accurate and detailed records of hours paid and adjustments;
  • Exceptional listening and professional communication skills with internal and external contacts, focused on tact and diplomacy
  • Proven ability to work well under pressure; manage work volume and changing priorities and to meet organizational deadlines
  • Reviews all statutory deductions for compliance; ensures payments and deductions are recorded correctly;
  • Assists with preparation of internal management reports; provides recommendations and adjustments as required.
  • Ability to monitor, recommend and take action on issues that may have considerable contractual, legal and operational implications
  • Works effectively both independently and as part of a team
  • Tracks and follows up on policy violations and variances, making recommendations where appropriate;
  • Provides administrative and operational support to the Finance Management Team.
  • Reviews and processes retroactive adjustments;
  • Audits and processes employee submissions for taxable expenses to ensure statutory compliance;
  • Follows up with departments and internal community on anomolies and takes corrective action as required;
  • Ability to adapt and collaborate with others through organizational change and development
  • Assists with the preparation of interim and year-end audit information including preparation of schedules and other supporting documentation.
  • Provides support and guidance to the College community and external stakeholders with respect to payroll-related questions.
  • Attention to detail and accuracy Preferred Qualifications Certification from a professional payroll association. Desired Start Date 06/05/2023 Position End Date (if temporary) Schedule Monday to Friday for 7 working hours per day (35 hours per week) between the hours of 8:00 am to 4:30 pm (exact schedule TBD ).   • Ability to apply principles of logical thinking to define and solve problems which may be of a sensitive nature
  • Audits payroll entries for accuracy;
  • Creates and maintains Banner employee job records;
  • Ability to exercise initiative, self-development, good judgment and critical thinking
  • Reviews and audits transactions in accordance with Okanagan College’s policies and procedures and, where appropriate, makes necessary adjustments or provides recommendations. These responsibilities include but are not limited to:
  • Investigates and resolves suspect transactions and prepares adjusting journal vouchers as required.
  • Processes weekly cheques, and direct deposit files as needed;
  • Maintains payroll and accounting files.
  • Proficiency in using Microsoft Office and Finance systems to generate and analyze reports and to resolve difficulties with computer input and retrieval; aptitude for learning and working with new systems and software
  • Performs other related duties as assigned. Education and Experience Completion of secondary school (Grade 12) or equivalent plus graduation from a 2 year university or community college accounting program or equivalent. Over 2 years and up to and including 4 years related experience. Skills and Abilities - In-depth knowledge of accounting theory, auditing procedures and internal controls
  • Collects and analyzes pay data; prepares and distributes Records of Employment, T4’s and Service Canada requests for payroll information.
  • Analyzes earnings and deductions to determine appropriate calculations, based on applicable guidelines;
  • Identifies and records payments relating to T4 and T4A tax reporting;
