The Manager, Regulatory Compliance is responsible for ensuring compliance with all environmental regulatory requirements and conditions necessary for VFPA-led infrastructure projects. This includes developing and implementing strategies to meet compliance with all environmental permits and regulatory requirements, briefing and advising senior management, and representing VFPA on compliance matters. This role is also responsible for interfacing with the owners engineer and design build contractors to ensure environmental conditions are integrated in procurement documents and complied with during the construction and operation phases of infrastructure projects. Additionally, the Manager, Infrastructure Regulatory Compliance is responsible for directing technical consulting teams and communication with environmental, local governments, community groups, Indigenous groups, and other stakeholders, as required. This includes managing multi-million dollar consultant contracts on multi-billion capital infrastructure projects to budget and schedule.

The Manager, Regulatory Compliance Will Have The Following Accountabilities

Compliance

  • Contribute to the development and coordination of environmental and other programs related to the implementation of conditions.
  • Develop a resource and management plan for RBT2 construction and operations compliance monitoring and reporting
  • Oversee and negotiate the resolution of issues arising from input from regulatory agencies and Indigenous groups, with appropriate topic leads, related to compliance.
  • Develop strategy for compliance, information management and reporting by requirements and audience (internal, regulators, Indigenous, public).
  • Work closely with the projects procurement team to assign responsibilities and integration into key stages of the procurement process to ensure contractor obligations are understood and complied with.
  • In collaboration with Project Controls, track and report on progress relative to approved baselines (e.g. scope, schedule, budget). Identify, mitigate, monitor, address and as required, escalate compliance-related risks and issues. Ensure lessons learned process and post project life-cycle phase reviews are performed and communicated.
  • Lead environmental and consultation-related data room uploads and upkeep, assigning roles and responsibilities to contractors, input into RFQ, reviews.
  • Develop and update of Compliance specific, project charter(s) and project management plan(s), in a manner consistent with corporate polices/directives and to support the achievement of RBT2 program objectives.
  • Implement, manage and oversee compliance for all environmental project approval and permit conditions and requirements.
  • Lead point of contact with the Project Controls on schedule, cost tracking, risk aspects related to compliance and environmental conditions.
  • Develop and foster collaborative relationships with other RBT2 Program departments, implementing matrix organization best practices.
  • Contribute to the development and coordination of environmental and other programs related to the implementation of conditions.
  • Collaborate with the Assessment and Permitting teams on the conditions associated with key project approvals and permits.
  • Oversee internal staff and consulting team and contribute to the monitoring for the compliance workplan. Monitor plan implementation and evaluate progress of specialist consultants, track budgets and results.

Leadership and Management

  • Plan for and lead discussions with Project Board to support strategic environmental decision making on assigned Infrastructure projects, as appropriate.
  • Plan, implement and review departmental staffing requirements for areas of responsibility, including the determination of clear position descriptions, accountabilities and reporting arrangements to optimize service delivery to all stakeholders. Liaise with Human Resources to ensure the effective selection, training and performance management of staff.
  • Oversee and manage significant environmental budgets and work stream scope including financial reporting, preparation of submissions, and scope change authorization.
  • Participate in the planning and the review of departmental operating costs, particularly with regard to staffing requirements, overheads, consultancy services, planned business programs and service provision.
  • Provide VFPA representation at meetings with regulatory agencies, community, Indigenous groups and other stakeholders, where tact and diplomacy will be required to facilitate competing priorities to ensure VFPA interests are met.
  • Manage the development of terms of reference and requests for proposal with procurement team for selection of specialist consultants.

Education & Experience

  • Bachelor of Science Environmental or other acceptable university degree, coupled with a minimum of 5 years of experience in environmental compliance and project development work in a similar position, or an acceptable combination of education and experience.
  • Must be familiar with both federal and provincial environmental regulations and jurisdiction.
  • Must experience in discharging environmental obligations for marine or port infrastructure projects.
  • Must have a good knowledge of environmental compliance requirements for the Canadian Environmental Assessment Act, British Columbia Environmental Assessment Act, Impact Assessment Act, Fisheries Act, Species at Risk Act and associated regulations.
  • Experience managing the services of consultants and contractors with attention to detail.
  • Experience working with government compliance officers to discharge environmental obligations and amendments to project conditions.
  • Experience managing a team, business planning and overseeing a workstream and project budget of significant value (multi-million dollars).
  • Experience in reviewing project conditions and providing feedback to regulators on feasibility and implementation challenges.

Normal office conditions with exposure to the waterfront and project sites. Occasional evening and weekend activities, as well as some travel throughout the Lower Mainland and to Southern Vancouver Island. During an emergency, 24-hour call availability may be required.
