Under the supervision of the Manager of Proposals & Estimating, the Bid / Proposal Manager is responsible for the preparation of compliant and comprehensive construction estimates, proposal submissions and documentation related to various types of major nuclear construction and maintenance projects. During the bid preparation process, this individual manages the development of construction cost estimates, oversees a team of disciplined estimators, prepares a preliminary execution plan, generates a project risk register and establishes a preliminary project schedule.


What You'll Do Here


  • Review of estimates, including labor hours, material costs, tools & equipment, rentals, materials and subcontractors.
  • Compile inputs from various sources to produce organized proposals, detailed cost estimates and P6 schedules
  • Produce detailed cost estimates and proposals that align with overall business objectives and financial requirements
  • Such other duties and responsibilities as assigned by the Manager of Proposals & Estimating
  • Collaborate with a team of construction estimators and support personnel to produce the required proposal deliverables
  • Develop a strategic and competitive construction approach / execution plan for each proposal
  • Work together with Operations / Project personnel, Business Development Manager and Sr. Management
  • Obtains and analyzes sub-trade quotations, liaison with subcontractors
  • Serve as the main contact for various consultants, engineering firms and subcontractors
  • Review and approve estimates and resource requirements developed by estimators for each discipline
  • Present or ‘Turnover’ awarded proposal information and estimate details to the Project Team members
  • Creation of technical, commercial, marketing and promotional documents
  • Utilize estimating software to organize estimates per internal guidelines and customer requirements
  • Preparation of project schedules, resource loading, productivity assessments and cash flows
  • Develop and maintain positive relationships with clients, consultants and subcontractors
  • Chair the required proposal initiation, status and approval meetings with Senior Management
  • Proven Project and Bid management capabilities
  • Responsible for the preparation and documentation of cost estimates following the Company’s estimating policies and procedures.
  • Review and comment on customer RFP documents, drawings, specifications and contracts
  • Site visits and occasional travel will be required
  • Overall responsibility and management of construction cost estimates, bid submissions and proposal development strategies
  • Present proposal and estimate details to senior management to obtain required approvals
  • Review of engineering drawings, specifications, contracts and other technical documentation to fully understand project scope requirements and associated construction risk elements
  • Identify potential project risks and ensure necessary precautions are implemented to manage exposure


What You Bring To The Team


  • Minimum 5 years’ experience within the nuclear and/or industrial construction industry
  • Exceptional leadership and organizational skills
  • Common sense with strong attention to detail
  • Knowledge of unionized trade agreements and wage schedules
  • Understanding of both design/build and build to spec approaches
  • Strong understanding of contract language, legal terms and conditions
  • Proficiency with Microsoft applications, Primavera P6 and/or construction estimating software
  • Ability to work in a multi-discipline team environment including vendors, subcontractors and clients
  • Ability to read and understand technical drawings
  • Strong communication skills – oral and written
  • P. Eng. / CET, or equivalent industry experience
  • Project Management experience and/or field experience on large construction projects
  • Self-assured, resourceful and responsible attitude.
  • Familiar with AACE guidelines and terminology
  • Strong estimating background on large capital or industrial construction projects
