Director - Strategic Health Networks (Two Positions) Classification under review

Newfoundland and Labrador Health Services is looking for leaders to fill key roles as we move to a single, unified provincial health system. The Role


Reporting to the Senior Director - Provincial Health Transformation, the Director of Strategic Health Networks (SHNs) is a leader in network structure and operations, who champions transformative change through evidence-based practice and innovation. This position enables and supports the development of strategic initiatives within the network that drive excellence in care delivery, improvement in health outcomes, establishment of standards of care, and development of relevant business cases for transformative change. The incumbent will work as part of a dyad with a Medical Director and will work closely with Health Transformation leadership. The incumbent will also work closely with leadership within zones, leadership within other provincial programs, and with external stakeholders as required. In addition, the Director of SHNs will work with key partners inside and outside of the health system to advance calls to action identified in Health Accord NL, ensuring planning is based on the needs of the population, research, and evidence, and lived experience of patients, carers, and providers.


The Director of the SHN(s) will lead the establishment of the SHN(s), ensuring appropriate and inclusive network membership. They will work collaboratively with system partners and NLHS leadership to set priorities and identify initiatives and key activities focused on quality measures and standards of care to ensure consistency and reduce unwanted practice variation across zones.


The incumbent will be accountable for the ongoing planning, coordination, monitoring, and evaluation of an integrated provincial approach for assigned SHN(s), including the key priorities identified for each SHN. The role has a provincial scope, working within and across zones to design and recommend strategy and improvement plans, and contribute to knowledge translation and implementation that will foster a culture of quality and drive transformative change and the achievement of high quality, targeted, measurable, and sustainable clinical and operational improvements.


As the organizational structure for the SHNs are still under development, the specific accountabilities for this position are subject to change or expansion to other areas, as determined through ongoing evaluation of the staffing model for the SHNs. The initial area of focus for this position will be either Primary Health Care Transformation or Surgical Services Transformation.


The Director SHN(s) - will have responsibility for areas that include:


" Operational and Strategic Planning: The position provides support to the Senior Director Transformation towards relevant NLHS strategic and operational goals. The SHN director maintains a system-level and organization-wide approach to SHN planning. Provides oversight and effective coordination, facilitation, and implementation, building and supporting the SHN membership and activities to work collaboratively towards a common vision of seamless high-quality, sustainable service delivery.


" Network Operationalization: The SHN Director is the operational lead for the network and holds responsibility for the development of a provincial plan that embraces evidence-based practices and innovation as mechanisms for establishing and/or renewing, and facilitating compliance with evidence-based operational, service delivery, and population health standards. The SHN Director oversees the development, implementation, and evaluation of specific SHN strategies, working with key staff in the transformation office or other areas as necessary.


" Financial Stewardship and Accountability: Networks are strategic in nature and do not manage day-to-day operations such as human or financial resources involved with direct service delivery, this accountability rests within the zones. The Director SCN(s) operates in a fiscally responsible manner, by practicing sound financial management through accurate business planning. Ensures activities in the network include a financial analysis to ensure impact is fully understood before proceeding with implementation.


" Visible Leadership, Partnership and Relationships: This SHN Director position establishes strategic linkages among internal and external stakeholders to connect and mobilize people, knowledge, and other resources for achievement of shared objectives. They ensure that effective communication between stakeholders including the public and external partners.


" Data Analysis, Visualization, and Dissemination: The SHN Director provides leadership and direction for data capture, analysis, visualization, and dissemination of information to drive meaningful change and support the Learning Health and Social System and maintains a strong connection to Quality and Learning Systems and Digital Technology. This includes identification of key performance indicators and analysis of datasets relevant to delivery of services within SHNs.


" Quality Improvement (QI), Knowledge Translation (KT), and Implementation: The SHN Director provides leadership and guidance for QI, KT, and implementation activities related to the SHN. The Director works collaboratively with the Health Transformation Office, and with other stakeholders to ensure QI, KT, and Implementation activities relevant to SHN priorities are executed effectively.


Requirements of the Role


The incumbent must demonstrate a comprehensive understanding of the health system; experience in building, leading, and working collaboratively to build consensus and establish shared objectives within cross-functional teams. The incumbent must also demonstrate strong evidence-based decision making; analytical and problem-solving skills; and have proven success in influencing and leading change and quality improvement initiatives. They will have a demonstrated ability to lead and undertake extensive engagement, bringing together a variety of internal and external stakeholders to build consensus around priorities and establish action plans. The successful candidate will also have excellent communication skills, both written and oral.


Knowledge translation, creating environments for innovation and adoption as well as practical experience in data analysis and visualization, planning, evaluation, policy development, and project management are all requirements of this role.


The ideal candidate will draw on five years of progressive leadership experience, including at least three years of management experience. The candidate should possess a baccalaureate degree from a health discipline/health science or related field. Candidate should also be Master's prepared from a health discipline or in Business Administration, Health Services Administration, or other Master's program, or demonstrate an equivalent combination of education, professional training, and experience.


The successful candidate is a passionate, empathetic leader with exceptional business acumen, and interpersonal skills, as well as a commitment to the LEADS Framework. They must also demonstrate the key skills, behaviors, abilities, and knowledge outlined in the five domains of the LEADS in a Caring Environment framework.

A satisfactory record of work performance and attendance is required.


The successful candidate will be expected to reside within the Province of Newfoundland and Labrador.


The ability to work outside of regular working hours and the ability to travel to health sites is required.
