Job Description
Job Summary


The Chief Management Services is responsible for managing activities related to the preparation and delivery of corporate planning and reporting products, providing strategic input into policy and issues management and oversees the provision of administrative services. This position is also responsible for the management and leadership of a specialized program.


Major Responsibilities


  • Provide leadership and oversight and develop expertise in a specific program in order to manage the delivery of the program at the Branch or Directorate level.
  • Develop business and operational plans and business cases related to the administration of the client organization. This includes managing the planning cycle; recommends funding alternatives to senior management.
  • Ensure the provision of quality financial/HR/procurement transactional support to clients; review the scope and effectiveness of administrative support service offerings and revise the service delivery model, as required.
  • Supervise units responsible for a specific specialized branch or Directorate program (ex. Human Sources Management, Quality & Control, Warrant Coordination, Targeting & Warrants, Contractor Management Group)
  • Manage and oversee the activities of the unit by planning, developing /monitoring/revising plans/objectives, directing, developing and evaluating the performance of subordinates.
  • Lead the financial administrative support for the budget management cycle, plan, forecast and prepare submissions for the financial requirements of the Branch (or all Branches within a Directorate); make recommendations to the Branch DG(s) up to AD level.
  • In accordance with legislation/policy and procedures, lead the development, implementation, monitoring and revision of financial, human resources, administrative and managerial documents, plans, policies and associated activities.
  • Coordinate the input of the Branch(es) into the Directorate’s input into the Service's strategic and annual corporate planning activities as well as respond to a variety and/or complex corporate requirements on behalf of the Branch(es) within the Directorate.
  • Conduct and review research and analysis on critical issues, complex problems and high priority concerns as identified by management; review and author assessments, reports, presentations and briefing materials for senior management on a broad range of complex topics.
  • Advise senior management and leadership on compliance to Service policies and legislation; prepare options and mitigations when requirements or compliance are at risk.
  • Pursue leading-edge advances in assigned program area by directing the development and design of corporate tools, techniques or systems


Education


  • College diploma and ten (10) years of experience*
  • Undergraduate degree and eight (8) years of experience*


The educational program must be from an accredited learning institution recognized in Canada.


If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service.


Note: Any higher level of education could be recognized as experience.


Experience


  • Experience where the main functions are leading and/or contributing to the planning, development and implementation of complex** projects, activities, policies or programs.


Candidates Must Also Possess


  • Five (5) years of experience in establishing and maintaining strategic partnerships and building consensus with multiple internal stakeholders;
  • Five (5) years of experience in providing strategic advice and recommendations to senior management (EX-01 and above) on complex** matters;
  • Three (3) years experience in overseeing budgetary responsibilities.
  • Three (3) years experience in conducting reviews and evaluations of programs and recommending changes and resource requirements;
  • Three years (3) of experience in a formal supervisory role;***

  • Formal supervision entails the day to day planning, organizing, directing, controlling and performance of the work of others (team) in achieving/attaining results within an organization. These skills may have been acquired through work experiences within the Service or outside.
  • Complex is defined as: issues with at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the branch, program or organization.

Asset Qualification


Assets: An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, but which is not strictly required. Assets can help determine right fit.


  • Experience with the security clearance process and company vetting policies and procedures.
  • Experience with operational and HR requirements, policies and procedures.
  • Demonstrated commitment to innovation
  • Experience and understanding of performance measurement in a client facing environment
  • Experience in dealing with domestic or foreign partners on operational or administrative requirements for the Service.
  • Experience addressing organizational, coordination, financial, and staffing issues at the Directorate level.
  • Experience in the coordination and administration of activities related to the procurement of technical and non-technical requirements in support of a unit/team/group (e.g. IT equipment, facilities requirements, etc.).

Assessment Process


Following the initial completion of the screening process, retained candidates will be invited for:


  • A Competency Based Interview that will assess the candidate’s experience, knowledge and the following Key Leadership Competencies: Create vision and Strategy, Mobilize people, Collaborate with partners and stakeholders, and Achieve results.
  • A written task to evaluate the Uphold Integrity and Respect and Promote Innovation and Guide Change, as well as their written communication skills. Upon successful results, candidates will be invited for;
