Job Description
Title: Director, Services and Refugee Programs


Reports To: SVP, Services & Program Innovation

As a charitable not-for-profit organization, ACCES provides job search services that connect newcomers, jobseekers, youth, women, and refugees to jobs that reflect their skills and experience. We provide over 35 customized job search programs that meet the unique needs of our jobseekers. Scope:


Reporting to the Senior Vice President, Services & Program Innovation, the Director, Services & Refugee Programs will be responsible for ensuring service excellence in the delivery of assigned employment programs including our Connecting to Good Jobs Programs for Afghan & Ukrainian newcomers and the Pearson Ready-To-Work Program sponsored by the Greater Toronto Airport Authority.


Duties and Responsibilities:


  • Manage the reporting of program results and development of business plans, ensuring outcomes meet and/or exceed funder contractual obligations.
  • Assist the SVP, Services & Program Innovation in the development, implementation, and evaluation of assigned employment programs including the Connecting Ukrainians to Good Jobs Program, Connecting Afghan Refugees to Good Jobs Program, and the Pearson Ready-to-Work Program.
  • Support the organization in the development and maintenance of stakeholder relationships.
  • Other duties as assigned.
  • Assume a lead role in identifying and incorporating program enhancements and subsequently coordinating stakeholder engagement and follow-through.
  • Oversee contracting processes with vendors (e.g., evaluation, procurement, data management, invoicing etc.)
  • Oversee global budget management, including forecasting over and under expenditures and ensuring line-item reallocation and corresponding expenditures in a timely and efficient manner.
  • Work in collaboration with Corporate Engagement to align collective efforts in the areas of refugee hiring, industry advisories, and alumni engagement.
  • Provide programmatic leadership to the staff and management of these programs, identifying opportunities to maximize productivity, efficiency, and effectiveness of integrated programs and services in the organization.


Experience & Qualifications:


  • Ability to handle the privacy of confidential information and use sound judgment in protecting proprietary and/or confidential information related to business activities.
  • Ability to travel between ACCES locations as required.
  • Proven success in program implementation in outcomes-based initiatives.
  • Excellent interpersonal skills and demonstrated ability to build and maintain good working relationships with all levels in the organization and with employers, sector advisory groups, community partners, funders, and service providers.
  • Experience in proposal development, writing, budgeting, and responding to funding Requests for Proposals, and other funding submissions.
  • Proven strength in human resources areas such as performance management, team leadership, and staff coaching/mentoring etc.
  • Demonstrated success in fostering collaboration and developing highly engaged teams.
  • In-depth understanding of strategic priorities specific to provincially and federally funded programs/projects.
  • Minimum 8 years related work experience; prior management experience.
  • Exceptional planning, organization, and problem-solving skills; must be pro-active, and have a sense of urgency.
  • University Degree in a relevant field (or equivalent).
  • Previous experience working in the not-for-profit sector and experience delivering employment programs to newcomers and refugees is preferred.
  • Flexibility to work occasional evenings and weekends.

We are currently on a hybrid work schedule, working in the office and from home. This hybrid work schedule is subject to change based on business requirements.
