The salary range for this position is CAD $37.01 - $53.20 / hour

Detailed Overview


Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:


The Client Partner develops specifications and analysis for complex systems applications within Employee Experience; provides application and/or technical support for all computer-based information systems under the HR Systems portfolio; increases the management and communications of knowledge and efficiencies resulting from getting the right knowledge to the right people and at the right time to support management decisions on human capital. Ensures accurate reporting, data integration and data integrity through the development, maintenance and writing of queries, reports and tools. Develops web based solutions for data entry, reports, and data presentation. Utilizes data analysis tools such as R and SAS to analyze data and create predictive models. Consults with Privacy and Security and Architecture to ensure privacy and security standards are met and adds processes and services to ensure compliance. Provides advice and systems recommendations to system users.


Responsibilities


  • Leads in the developing Service Level Agreements between EE and Information Management to support the movement of projects to operational status, maintenance, and support.
  • Designs, develops and maintains, and/or works with-outside vendors to develop SQL database and software applications supporting HR process/program and knowledge needs.
  • Supports, creates, develops, and maintains the information systems (e.g. WHITE, INN, EARL etc.) in Employee Experience (EE) to ensure appropriate data capture, system maintenance and analytics through the development, maintenance and writing of queries.
  • Participates in strategic planning support and change management services by assisting the EE management in streamlining processes and best practices for electronic employee health information capture and utilization. Builds systems and reports needed to facilitate these needs.
  • Prepares start-to-finish spectrum of assistance in the roll-out of processes and systems (technical documentation, user training material, information sessions and presentations); designs and conducts education sessions to internal and external system customers to facilitate the delivery of new systems and to enable usage of applications in an optimum manner
  • Analyzes and assesses EE information systems to ensure data quality and validity. Provides solutions to improve data input practices and resolve operational issues.
  • Consults with Privacy, as well as Security and Architecture to ensure web development and databases meet privacy and security standards. Builds in systems and process to comply with their requirements such as web time-outs, encryption, row level security etc.
  • Creates/develops data import tools to facilitate automated data import into EE systems to reduce manual entry needs and improve data quality.
  • Participates on assigned internal and external committees as required and works collaboratively as a member of the EE Data and Reporting team.
  • Conducts assigned projects by researching user and HR needs, best practices within Fraser Health and with other employers; develops web based solutions to support clinical management approvals for staffing needs; participates on user project teams to ensure implementation and/or system revisions provide optimum results; participates on discussions with stakeholders to partner on services and information requirements.


Qualifications


Education and Experience


Bachelor's degree in Computer Sciences, Mathematics, Economics, Statistics or other related area with programming course work, with three (3) to five (5) years of recent, related information management experience, or an equivalent combination of education, training and experience.

Professional/Technical Capabilities:


  • Knowledge of systems analysis, design and development life cycle theory, concepts and practices.
  • Demonstrated knowledge in machine learning and predictive analysis
  • Demonstrated ability building web applications and windows services
  • Proficient with Angular JS, Javascript, C++, Python, CSS
  • Knowledge of database development and administration
  • Demonstrated knowledge of electronic information systems.
  • Demonstrated skills in data research, gathering, data modeling, and business analysis using tools such as R, SAS, SSPS
  • Demonstrated skills with building and maintain SQL Server Integration
  • Services packages and SQL Agent jobs to move data between servers/databases.
  • Physical ability to perform the duties of the position
