Key Activities


Procurement and contracting


  • Goods and tax programs’ services;
  • Coordinates contracting and material management business line data and provides information in preparation for CRA reports for Parliament and Central Agencies including Access to Information and Privacy requests and Question Period responses;
  • Provides expert contracting and material management advice and guidance to CRA clients and vendors;
  • Information technology
  • Manages project teams and inter/intra agency/department working groups or components thereof, involved in developing and managing clients’ requirements; chairs committees related to clients’ requirements and prepares related comprehensive briefings analysis and reports; and
  • Monitors CRA activities related to materiel management and supply service processes to ensure programs and services are being effectively delivered within the respective contractual agreement.
  • Leads and undertakes procurement and contracting activities for complex requirements on behalf of the Canada Revenue Agency (CRA), in accordance with CRA’s corporate policy instruments, and national and international trade agreements within one of the following commodity groups:
  • Professional services;

Essential Staffing Requirements


To be eligible, you must meet the following requirements:


Education


The CRA’s minimum education standard for Service and program group jobs requiring knowledge of supply-chain management:


Any degree from a recognized post-secondary institution*; or


A three year diploma from a recognized postsecondary institution* in business administration, commerce, economics, materiel management, e‑business, logistics, or other specializations relevant to the position.


  • A recognized post-secondary institution is defined as a Canadian public or private institution that is recognized or authorized to grant degrees, diplomas, and other credentials by a public or private act of the provincial/territorial legislature or through a government-mandated quality assurance mechanism.


The institution must be listed in the Canadian Information Centre for International Credentials.

Experience


You must clearly demonstrate on your application how you meet all of the five experiences listed below.


  • Involved in assessing and resolving bid evaluation issues;
  • Containing an e-catalogue component.
  • Awarding and managing contractual agreements for goods and services.
  • Developing solicitations or contractual documents, including statements of work and evaluation framework/criteria;
  • Experience* in interpreting and applying legislation, regulations and policies with respect to procurement and contracting.
  • Involved in the establishment of point-rated evaluation criteria;
  • Experience* in providing oral and written advice and recommendations to clients or management in the area of procurement and contracting.
  • Experience* in performing the following five contracting activities for complex** procurement files:
  • Those subject to national or international trade agreements;
  • Required negotiation to resolve contractual issues;
  • A complex file is defined as 4 or more of the following:
  • Evaluating proposals or negotiating terms and conditions with vendors; and
  • Experience* in performing research, conducting analysis, analyzing risk, developing recommendations for the procurement of a commodity or for a program or both.
  • Issuing solicitations or contractual documents using electronic tendering system in accordance with procurement policies;
  • Planning a procurement process and preparing procurement plans and approval documents;
  • Involved in resolving contract performance issues;
  • Involved in negotiation of non-standard terms and conditions;
  • Experience is normally associated with performance of these functions as part of the major job duties accomplished for a period of not less than 36 cumulative months in the last 5 years.
  • Involved in multi-year contractual arrangements;
  • Involved in evaluation/selection based on price and technical criteria;
