Description

Responsibilities:

• Analyze user requirements, generation of prototypes for user consultation and the design, testing, documentation, implementation and maintenance of applications
• Perform system analysis, design, testing and implementation of applications and ensure they comply with strategy and standards.
• Coordinate analyses, develops, and implements solutions for complex problems
• Plan application development activities, provide direction, guidance and technical support to programming staff and train junior team members
• Provide systems analysis and design expertise in the development and maintenance of the Ministry application systems
• Consult with clients on the changes/modifications, recommend and develop training plans, and monitor operational performance

Experience And Skill Set Requirements

Technical Knowledge and Expertise - 35%

• Knowledge of design methodologies in Internet-based and/or distributed environments
• Knowledge of front end, web-based technologies and data-mining/reporting-based COTS tools encompassing feasibility studies, requirements definition, analysis, prototyping, system design, implementation, testing and maintenance
• Advanced technical knowledge of large hardware and software operations and utilities, productivity tools, client server architecture, mini-computer, PC technologies, online processing systems, web-based technologies, Commercial off-the-shelf (COTS) and database management systems
• Knowledge of Systems Development Life Cycle Methodologies, familiarity with ITIL Processes for Change/Release Management, use of object oriented and/or 3GL development tools, relational and hierarchical data base technologies, use of information retrieval packages using SQL and other query languages, one or more telecommunications protocols
• Knowledge of emerging IT trends and technologies
• Knowledge of rules-based engines based in COTS applications like Cúram

Analytical and Problem-Solving Skills - 25%

• You can evaluate requirements and review options for solution, assess cost/benefit of options, evaluate alternative conceptual systems designs and potential impact of proposed system changes on existing service delivery
• You can recommend approaches and discuss with client
• You can gather information on client problems, services and business goals/objectives

Organizational and Project Management Skills - 20%

• You have knowledge of project management and in-depth knowledge of task estimation, scheduling and control
• You can plan, develop, manage, control projects and resolve complex technical design problems

Communication and Interpersonal Skills - 20%

• You can clarify and discuss systems development options with clients
• You can prepare business cases, systems documentation, user manuals and guidelines
• You can gather information, clarify needs and desired system changes, explain system development recommendations, explain and provide instruction on new/modified systems and technology

Note:

This position is currently listed as "Hybrid" however, the consultant will be remote due to COVID-19 related Work from Home (WFH) direction. Once the I&IT cluster staff are required to return to the office, the resource under this request will be required to work onsite as well.

• This role is part of a Hybrid Work Arrangement and resource(s) will be required to work at a minimum of 2-3 days per week at 5700 Yonge St.
