Job Description
Responsibilities:


We are seeking a skilled Senior Business Analyst to provide comprehensive I&IT business analysis services for clients with diverse business and technological needs. In this role, you will interact with business stakeholders and subject matter experts to gather, document, and analyze business needs and requirements. You will play a pivotal role in promoting a comprehensive and consistent business analysis practice within the organization by preparing and advising on business analysis policies, processes, best practices, and standards.


Deliverables:


The Senior Business Analysts will work closely with the Business Team, Business Architect, Systems Architect, Technical Architect,Development Team and Project Manager to ensure completeness of requirements and full understanding of business expectations. Sr. Business Analyst will generate artifacts that demonstrate how business, operations and systems inter-operate within the organization to support new correspondence business processes. The Senior Business Analyst will also conduct sessions to verify the artifacts, evaluate technologies, and create the artifacts that demonstrate how business, operations and systems inter-operate within the organization to support new correspondence business processes.


In this period the Sr. Business Analyst will deliver the following:


  • System Functional Requirements (including use cases)
  • Business Scenarios
  • Screen Design/User Interface
  • Business Domain/Function Model (breakdown)
  • Detail Business Requirements
  • Support the completion of the Threat Risk Assessment
  • Business Rule Profiles
  • Other business domain artifacts as per GO-ITS 56 Enterprise Architecture
  • Business Process Models
  • Business Domain Concept/Class Model
  • Support the development of Logical Architecture Artifacts
  • Support the development of Business Architecture
  • Check Point 0,1,2 material
  • Supplementary Specifications


Evaluation Criteria:


Business Requirements Gathering/Documentation - 30%


  • Experience conducting requirements gathering and developing documentation
  • 10+ years experience in a business analyst capacity, with demonstrated work outlined clearly
  • Experience with a wide range of methods, tools and techniques for business analysis such as, but not limited to: business functional modelling, business event modelling, business process mapping
  • Demonstrated experience with developing business strategies, business process re-engineering
  • Demonstrated experience with business case development, cost-benefit analysis and feasibility studies in a complex project environment


Technical Experience - 30%


  • Demonstrated Experience with Joint Application development (JAD), Unified Modelling language (UML), and Computer Aided Software Engineering (CASE) tools.
  • Exposure to working with diverse business environments and enterprise wide systems.
  • Demonstrated Experience with GUI, user interface design and mock ups. (e.g. Balsamiq)
  • Demonstrated experience with Document Management system and/or Customer Relationship Management System (CRM)


System Functional Requirements - 30%


  • Demonstrated experience with creating Business Cases, Screen Design/User Interface, Business Process Models, Privacy Impact Assessment and Threat Risk Assessments, and Logical architecture artifacts, among other deliverables.
  • Demonstrated experience with Business Architecture.
  • Ability to work with business and development teams to document system requirements.


Communication Skills - 10%


  • Demonstrated experience in solving problems analytically, and making sound decisions based on.
  • Experience in negotiating using both verbal and written communication skills and should have worked in a team based environment with a proven record of meeting deadlines.


Requirements Key Skills:


  • Conduct business analysis at varying levels of detail, aligned with OPS Unified Project Management Methodology, Enterprise Architecture, Gating Process, and OPS Standard Systems Development Methodologies.
  • Develop performance measures and traceability matrices for business analysis evaluation, conducting necessary follow-ups.
  • Develop strategies, prepare business cases, cost-benefit analysis, and conduct feasibility studies for business I&IT initiatives.
  • Exhibit a team-oriented approach with a proven track record for meeting deadlines.
  • Lead and conduct business analysis to assess clients business problems and opportunities, ensuring the documentation of business requirements in a manner that facilitates I&IT solutions determination.
  • Monitor project progress, identify and resolve issues, and provide regular reports to I&IT management and stakeholders.
  • Perform business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition, and non-functional requirements definitions for assigned projects.
  • Establish sound processes for requirements gathering, including JAD sessions, interviews, mockups, etc.
  • Apply re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
  • Demonstrate excellent analytical, problem-solving, verbal and written communication, interpersonal, and negotiation skills.


Required Skillset:


  • Experience in structured, object oriented and agile methodologies for users-requirements elicitation and the development of specifications
  • Experience in the following areas: Development of business strategies, Business process re-engineering, Business case development and cost-benefit analysis, Feasibility studies, Joint Application Development (JAD) facilitation, Process improvement, System enhancements, User training
  • Screen Design (GUI Designer - Balsamiq & Figma)
  • Candidate should have 10+ years’ experience in business analysis and modeling
  • Good understanding of the components of the Government of Ontario’s senior level reporting as it exists today, and the types of decision-making tools used such as correspondence, communications planning, issues/briefing notes, FOI requests, and financial and HR reporting.
  • 10+ years’ experience in applying business modeling techniques/tools in a way that the developed artifacts can be reused and leveraged for multiple projects
  • Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope (e.g., Sparx Systems Enterprise Architect CASE tool)
  • Good understanding of OPS corporate policy development and communications business processes and general practices
  • Ensure that the artifacts are aligned with the enterprise architecture standards and principles (i.e., GO-ITS 56)
  • Experience in UML (Unified Modeling Language)
  • Proven ability to support the client in development of presentation materials, briefing notes, etc. related to the project.
  • Experience working on a Document Management System or/and Customer Relationship Management System (CRM), and\or Talent Management (TM) or Human Resources Management System (HRMS) would be considered an advantage.


Desirable Skills:


  • Proficiency in structured, object-oriented, and agile methodologies for user requirements.
  • Experience developing performance measures for business analysis evaluation and subsequent follow-up.
  • Ability to translate business and data requirements into specifications for designing appropriate technology solutions.
  • Knowledge and understanding of the Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Experience in using information retrieval packages and knowledge of Information Management principles, concepts, policies, and practices.
  • Familiarity with various methods, tools, and techniques for business analysis, such as business functional modeling, business event modeling, and business process mapping.
