Senior Transportation Planner (Continuous)

From a transportation perspective, Victoria is leading the way to deliver on its vision of clean, seamless mobility options for everyone. The Transportation Division of the Engineering and Public Works department is responsible for stewarding and transforming the right-of-way to meet the demands of our growing city; increasing access to mobility choices, opportunities, and services; and promoting equity, accessibility, and environmental health through our transportation policies and investments.


The City of Victoria is recruiting for the position of Senior Transportation Planner to provide professional planning support for the development, management and evaluation of transportation policy, bylaws and land use issues.


In addition to demonstrated experience in land use and development planning, the ideal candidate has a comprehensive understanding of urban mobility issues, experience in bylaw development and implementation, and a passion for tackling complex systems, processes and projects. The successful candidate will join a team of transportation engineers, planners, project managers, communication professionals, technologists and technicians. The senior planner will lead and coordinate projects for the division as well as support transportation-related components of priority housing and land use initiatives.


POSITION FUNCTION


Reporting to the Manager, Transportation Planning & Development, the Senior Transportation Planner is responsible for providing professional planning support for transportation policy, infrastructure development and services and contributes senior planning expertise to various division initiatives and programs.


KEY DUTIES


  • Coordinate transportation planning processes, develop strategy documents, and manage delivery of projects for assigned areas of Transportation.
  • Develop project implementation strategies.
  • Represent the Department on various levels by attending agency, neighbourhood association and stakeholder meetings.
  • Monitor effectiveness of transportation policies, programs, and services.
  • Determine approach, coordinate, and implement public engagement processes including facilitating group discussions and decision making at technical workshops and liaising with other levels of government, external agencies, and other City departments/divisions on assigned transportation planning matters.
  • Support urban design, local area, and official community plan development.
  • Respond to technical inquiries from other departments and the public by providing information and advice on transportation policy initiatives and infrastructure projects.
  • Compile best practices, advice, recommendations, and reference resource materials and make presentations to senior staff, agency partners, and community organizations as required.
  • Coordinate, assign and review the work of consultants and associated deliverables as required in a project management capacity.
  • Facilitate cooperation between internal teams and external stakeholders in project planning.
  • Provide advice and recommendations through written reports and presentations to the City’s Senior Leadership Team and Council on transportation policies, regulations, infrastructure, programs, and initiatives.
  • Perform related duties where qualified.


INDEPENDENCE


  • Work is reviewed through discussions with supervisor and department meetings; reports and policy plans receive ongoing review. New initiatives, major projects, work priorities and policy development, objectives and schedules are discussed with supervisor with recommendations.
  • Work is generated by Council priorities, department work plan(s), community issues or operational requirements and is assigned and discussed with supervisor.

Qualifications


Formal Education, Training and Occupational Certification


  • University undergraduate degree in Urban Planning or a related field with minimum of 5 years of related planning experience.
  • Equivalencies will be considered for additional post-graduate education.
  • Must be eligible for membership in the Canadian Institute of Planners.

May be requested to substitute in a more senior position.


Work schedule Monday to Friday, 35h work week


$59.58 per hour, Pay Grade 19 (under review)
