Overview

We are seeking two experienced professionals to join our government client as Senior Project Leaders/Executives.

Mandatory Requirements

• Possession of an advanced professional degree (Masters level or higher) in one of the following fields: HR Management, Strategic Policy Development, Personnel Systems Analytics, Defence Study, Project Management, or Public Administration.
• 10 years of experience in developing and managing the implementation of organizational improvement plans for Senior Management, including identifying, analyzing, planning, and tracking organizational improvements.
• In-depth knowledge and experience in developing strategic policies, strategies, and plans within the Federal government of Canada.
• Familiarity with military governance structures, such as Defence/CAF Governance Committees (DSX, AFMB, AFC, AFCX, etc.), to prepare senior management for meetings with executives and ensure stakeholder commitment.
• 10 years of experience advising Senior Management working groups on various issues that impact the organization's ability to achieve business objectives. This includes providing guidance on complex personnel management issues such as recruitment, retention, and transition.

Key Responsibilities

• Develop recommendations, provide advice to Senior Leadership for improvements, and assist in developing solutions and implementing recommendations related to MPMS.
• Manage the implementation of projects/programs/portfolios, including identification, analysis, planning, and continuous progress tracking and control.
• Advise Senior Project Managers responsible for project/program/portfolio elements, including project and financial management.
• Assist in planning, directing, and controlling initiative activities within specified time and cost parameters.
• Identify project alternatives, assess their feasibility, and determine associated policy and organizational change requirements.
• Formulate problem statements, establish procedures for project development and implementation, and obtain necessary approvals.
• Motivate teams to ensure commitment to program objectives and define project requirements.
• Support senior leaders in implementing initiatives and continuously track and control progress.
• Prepare and present findings, status reports, and other relevant matters.
• Manage program changes in accordance with the change management process.
• Assess the organization's capacity and capability to undertake projects within the context of program or portfolio priorities through strategic planning.
• Assist in producing overall project plans and obtain approval for preliminary analysis.
• Engage with organizational executives to secure stakeholder commitment and ensure project progress.
• Assist in the development of Project Business Cases, including business planning and program review.
• Advise Senior Management/Leadership on a range of issues affecting DGMP Strat and/or CMP/MPC's business objectives.
• Assist Senior Leadership in prioritizing and assigning projects/initiatives within the DGMP Strat program of work/portfolio.
