POSITION OVERVIEW:


Startec Compression & Process is currently recruiting for a Senior Project Engineer – Facilities to work at our Glenmore Office (Suite 240, 4000 Glenmore Court SE, Calgary, AB T2C 5R8). The Senior Project Engineer - Facilities will provide and coordinate detailed engineering services for engineering, procurement, and fabrication projects for gas processing and other industries that Startec is involved in. Reporting to the Director of Engineering, the Senior Project Engineer – Facilities will be involved in multiple engineering studies, involved in a major project, and will need to provide expertise and mentorship to support other project engineers working on similar projects. The Senior Project Engineer – Facilities collaborate with cross-functional teams, including project managers, engineering teams, and vendors, to ensure seamless integration and compliance with industry standards and project requirements.


KEY PERFORMANCE INDICATORS (KPI):


TECHNICAL EXCELLENCE (Weighting 40%)


System Design & Engineering


  • Participate in design reviews and safety studies (e.g., HAZOP)
  • Review, approve, and issue, via document control, all drawings according to Startec drawing approval procedures and in following the project schedule.
  • Integrate equipment designed and built by Startec with overall facility designs and project execution, interfacing with Startec’s Project Engineers (Packages) and other Startec departments.
  • Produce and/or review engineering deliverables for the full facility by using internal resources and by coordinating external engineering/design partners.
  • Provide technical leadership in the design, engineering, and integration of facilities systems within power generation facilities, including electrical, mechanical, and civil components.
  • Integrate full-facility design and Startec design-build equipment.
  • Develop engineering deliverables, such as system layouts, equipment specifications, calculations, and technical reports, ensuring compliance with industry standards and project requirements.
  • Prepare various equipment datasheets as required.
  • Collaborate with multidisciplinary teams to optimize facilities system designs, considering factors such as cost-effectiveness, efficiency, safety, and environmental considerations.
  • Develop and review plot plans for equipment and pipe rack layouts.


Supply & Design of Third-Party Equipment


  • Coordinate drawing reviews with successful vendors, and approve final project documentation, blueprints, and plans.
  • Evaluate technical bids and engineering documentation, schematics, and drawings supplied by vendors of third-party equipment to ensure compliance with client and Startec specifications and requirements.
  • Review technical specifications for third-party equipment to be included in requests for quotations and purchase requisitions.
  • Bid, award, and manage supply and design of third-party equipment to Startec and client requirements.
  • Coordinate change orders throughout the project
  • Generate quotation requests and purchase requisitions for third-party equipment, and lead technical communications with project manager, engineers, and vendors.
  • Liaise with vendors to develop cost-effective solutions for the supply of third-party equipment,
  • Create purchase requisitions for third-party equipment and services.
  • Provide input on third-party equipment design and processes during project design, development, launch, and start-up phases.


PROJECT COORDINATION & COLLABORATION (Weighting 40%)


Project Planning & Execution


  • Assist Project Manager with evaluation and selection of engineering/design partners.
  • Work with Project Manager on the division of scope between internal and external resources
  • Participate in project close-out and start-up Lessons Learned meetings by providing feedback to the project team/leadership.
  • Develop detailed project plans, including scope definition, work breakdown structure, resource allocation, and risk management strategies.
  • Monitor project progress, identify potential issues or delays, and take appropriate actions to mitigate risks and keep the project on track.
  • Coordinate with stakeholders, including clients, contractors, and vendors, to ensure smooth project execution.
  • Lead the planning, coordination, and execution of facilities projects, ensuring adherence to project schedules, budgets, and quality standards.


Budget & Cost Management


  • Provide input and support in contract negotiations and review for facilities engineering-related services and equipment.
  • Collaborate with procurement and contracts teams to source and evaluate vendors and subcontractors, ensuring cost-effective solutions.
  • Monitor project costs, analyze deviations, and take corrective actions to maintain project profitability.
  • Coordinate with procurement teams to source and evaluate vendors, ensuring cost-effective and quality solutions.


Client Management


  • Act as technical interface with the client project team and subject matter experts
  • Build and maintain strong relationships with clients, understanding their project requirements and providing effective solutions.
  • Review client specifications, identifying gaps or conflicts with Startec standards.
  • Negotiate client expectations for engineering deliverables.
  • Coordinate client design input and develop design basis memorandum.
  • Collaborate with clients to identify their needs, provide technical guidance, and ensure customer satisfaction throughout the project lifecycle.
  • Communicate project updates, deliverables, and progress to clients clearly and professionally.


QUALITY ASSURANCE & COMPLIANCE (Weighting 20%)


Quality Assurance & Compliance


  • Stay updated with industry trends, advancements, and best practices in facilities systems and incorporate them into project engineering processes.
  • Participate in technical reviews and guide for resolving design issues and improving design practices.
  • Monitor and ensure adherence to relevant codes, regulations, and safety standards throughout the facilities engineering process.


Health & Safety Compliance


  • Ensure compliance with relevant health, safety, and environmental regulations throughout the project.
  • Promote a culture of safety awareness among team members and contractors.


Technical Documentation & Reporting


  • Generate project progress reports, engineering metrics, and other documentation as required.
  • Create Project Design Basis Memorandum
  • Maintain accurate project records and documentation for future reference and compliance purposes.


TECHNICAL SKILLS:


  • Gas Processing Operations: Strong understanding of gas processing operations, including gas sweetening (amine, physical solvent, or membrane systems), gas compression, acid gas removal, dehydration, and gas fractionation. Knowledge of the processes involved in natural gas treatment and processing is essential.
  • Process Engineering: Proficiency in process engineering principles, including process design, optimization, and troubleshooting. Knowledge of process simulation software such as Aspen HYSYS, ProMax, or similar tools is valuable.
  • Equipment Selection and Design: Expertise in selecting and designing equipment for gas processing facilities, such as compressors, pumps, heat exchangers, separators, scrubbers, and dehydration units. Understanding relevant industry codes and standards is crucial.
  • Project Management: Strong project management skills, including planning, coordination, and execution of gas processing projects. Familiarity with project scheduling, cost estimation, and resource management. Ability to lead multidisciplinary teams and work effectively with contractors and vendors.
  • Safety and Environmental Compliance: Familiarity with safety and environmental regulations specific to gas processing facilities, such as process safety management (PSM), hazardous area classification, and emergency shutdown systems (ESD). Understanding of environmental regulations related to air emissions, water treatment, and waste management.
  • Process Optimization and Energy Efficiency: Experience in optimizing gas processing operations for improved efficiency, reliability, and cost-effectiveness. Knowledge of energy management systems, energy audits, and implementation of energy-saving initiatives.
  • Data Analysis and Troubleshooting: Proficiency in analyzing plant data, identifying trends, and troubleshooting operational issues. Knowledge of data analysis techniques and statistical tools for process optimization and troubleshooting.
  • Facility Design and Layout: Ability to develop facility layouts, including equipment placement, piping and instrumentation diagrams (P&IDs), and process flow diagrams (PFDs). Proficiency in AutoCAD or similar software for facility design is beneficial.
  • Process Control and Instrumentation: Knowledge of process control systems, including distributed control systems (DCS), programmable logic controllers (PLC), and instrumentation. Ability to design control strategies, perform loop tuning, and troubleshoot control system issues.

QUALIFICATIONS:


  • Knowledge of typical oil and gas equipment and systems such as Separators, Storage Tanks/Bullets, Flares and Knockouts, Instrument air, Heat Medium packages, Truck Loading, Pumps, etc. is an asset.
  • Good knowledge of process simulation software e.g., Hysys, Symmetry
  • 10+ years of experience in the design, engineering, and fabrication of gas processing facilities
  • P.Eng (APEGA) or Professional Licensee (Engineering)
  • Knowledge of MS Office (Word, Excel, Project, PowerPoint), strong ability to work well with customers, vendors, designers, and fabrication staff.
  • Recognized bachelor’s degree in engineering or technical diploma with mechanical, petroleum, or process bias with acceptable experience.
  • Good knowledge of ASME / ANSI / API / CSA Codes and ABSA requirements
